Central Party Secretary: Need to calmly and thoroughly consider the issue of forest land allocation

(Baonghean.vn) - The Party Central Committee Secretary suggested that for the people, forests are the source of life, but it is necessary to calmly and thoroughly consider the problem, and not rigidly apply regulations to practice.

On the afternoon of December 14, National Assembly deputies: Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee; Nguyen Thanh Hien - Deputy Head of the Provincial National Assembly Delegation; Moong Van Tinh - Officer of Que Phong District Youth Union; Nguyen Thi Thao - Doctor of Tay Bac Hospital met with voters at Chau Hanh cluster, Tan Lac town, Quy Chau district. Also attending were leaders of Que Phong district; representatives of the Department of Transport.

At the conference, Quy Chau voters actively participated in making recommendations on issues of concern to the National Assembly delegation. Voter Tran Van Hong (Hanh Tien village) reflected that many households in Hanh Tien village had completed their dossiers to receive forest land since 2015, but until now have not received land ownership certificates. This issue has greatly affected people when they want to raise livestock and develop the economy on forest land allocated under Decree 75 of the Government.

For people in mountainous areas, economic life mainly depends on forests. Therefore, voters request relevant levels and sectors to promptly resolve records and policies for people, so that people can feel secure in staying in forests and stabilizing production.

Voter Lang Thi Tu (Chairwoman of the Commune Elderly Association) made a proposal and expressed her thoughts that while all political organization positions in the village receive monthly allowances, the Vice President of the Elderly Association still does not receive any allowances. Voters want to consider the allowance level for part-time positions at the grassroots level.

Voter Vi Van Nhien pointed out the fact that the number of unemployed rural youth is still very large, while accessing loans to start a business is still difficult. Voters suggested that the State should pay more attention to rural youth, creating conditions to access more knowledge as well as capital, and start a business right in their homeland.

Voter Lang Van Doan (Tan Thinh block) reported that since 1996, the State started building the Quy Chau - Que Phong power line, electricity has been put into use, but until now, the people have not been paid for the electricity grid.

In addition, voters also mentioned issues such as: the seniority regime for the Commune Military Command according to the Law on Militia and Self-Defense Forces is still not legitimate; the regime and policies for the Association of Victims of Agent Orange; support for providing cement, helping people build the transport infrastructure system; seniority regime for retired teachers...

After listening to voters' petitions, on behalf of the provincial National Assembly delegation, Party Central Committee Secretary Phan Dinh Trac directly explained issues of concern to voters.

Regarding the refund of electricity bills to the people, Mr. Phan Dinh Trac said that in the parliament, the delegation of National Assembly deputies of Nghe An province had repeatedly questioned the Ministry of Industry and Trade. Accordingly, the Ministry of Industry and Trade promised to revise the circular and quickly refund the money to the people.

Regarding the issue of granting forest land ownership certificates, the Party Central Committee Secretary analyzed that in order to grant certificates to people and officials, it is necessary to conduct accurate reviews and inspections, but the budget for measurement is still limited. Therefore, the Party Central Committee Secretary suggested that for people, forests are the source of life, but the issue needs to be calmly and thoroughly considered, and regulations should not be rigidly applied in practice.

At the same time, the Party Central Committee Secretary requested district leaders to closely review and report to the provincial level to promptly come up with solutions and respond to the legitimate rights of the people.

Explaining voters' recommendations on the regime for associations, Mr. Phan Dinh Trac said that according to the State's principles, except for associations established by the State that will have operating funds, self-established associations will decide on their own activities, organization and funding. The State has not yet issued a law on associations, because "if every association requires a regime, no State budget can afford it" - Mr. Phan Dinh Trac shared. Currently, the National Assembly is assigning the Ministry of Home Affairs to rebuild a separate mechanism for associations.

Acknowledging the voters' legitimate opinions on providing cement for people to build roads, the Party Central Committee Secretary requested district leaders to pay attention to and help poor communes to soon stabilize their lives.
