Mr. Le Quang Huy - Head of the Surveying and Mapping Department (Department of Natural Resources and Environment) said: After land consolidation, from 2012 to now, the whole province has issued and exchanged 532,617 certificates of agricultural land use rights with an area of 209,185 hectares, reaching over 50% of the plan.

The slow issuance of agricultural land use right certificates in the province is due to many reasons. For example, in some commune-level localities, there is a lack of determination in the direction stage. Some consulting units are both lacking in human resources and weak in expertise. Some localities have lost records and surveying diagrams.

There are still many plots of land that have not been reviewed by district and commune authorities. Reported data is not consistent…

Mr. Le Quang Huy added: Issuing red books after land conversion is very necessary, both to improve state management of land and to ensure the legitimate rights and interests of land users.

Therefore, to speed up the progress, in the coming time, the Department of Natural Resources requires consulting units to increase human resources in localities to measure and carry out procedures for granting certificates. As well as arranging professional staff at all levels, guiding and supporting localities to promptly remove and handle all difficulties, and complete dossiers for granting certificates so that people can feel secure in production.
