Corrupt Chinese Official Caught in the Net for Keeping a 'Squad of Mistresses'

On October 14, 2016, Mr. Minh was publicly tried by the Intermediate Court of Zhenjiang City, Jiangsu Province, China for corruption, bribery, and having many improper relationships. He was stripped of all political benefits, and all assets and bribe money were confiscated.

Mr. Minh's violation is considered serious.

Mr. Minh was arrested on February 27, 2014, after the Central Commission for Discipline Inspection announced an investigation into him for corruption. Mr. Kim Dao Minh was sentenced to life in prison for his actions.

Kim Dao Minh took advantage of his position for personal gain, often harassed, accepted large bribes, and had illicit relationships with many people. Notably, he established a "team of mistresses", including two biological sisters, Ho Han and Ho Loi. They were also the public mistresses of Kim Dao Minh and Ling Zheng Ce.

Ling Zhengce, former vice chairman of the Shanxi Provincial Political Consultative Conference, is the elder brother of Ling Jihua, who was a close aide to former Chinese President Hu Jintao. Ling Zhengce was found guilty of violating disciplinary regulations for accepting gifts in cash and abusing his position to benefit relatives, Reuters reported. The indictment stated in court: “In the 7 years since 2007, Mr. Kim Dao Minh held high-ranking positions in Shanxi province such as member of the Provincial Party Committee Standing Committee, Deputy Secretary of the Provincial Party Committee, Secretary of the Political and Legal Committee... He took advantage of his position to allow others to exploit coal mines, promoted officials against regulations, and received bribes of more than 123 million yuan (about 433 billion VND).”

Mr. Jin Daoming is a Manchu ethnic, born in 1953 in Beijing. At the age of 17, he started working as a worker and joined the Youth League in 1972. Thanks to his work in the Youth League system, he was promoted quickly and became a member of the Beijing CPPCC.

Since 1987, Mr. Kim Dao Minh has been an official in the Party Discipline Inspection Department, then an official in the National Supervision Department. He quickly rose to the position of Director and Deputy Secretary General of the Central Commission for Discipline Inspection. After working in the central government, he was transferred to Son Tay province to hold positions such as Standing Committee Member of the Provincial Party Committee, Deputy Secretary of the Provincial Party Committee and Secretary of the Discipline Inspection Committee. In 2014, at the age of 61, Mr. Minh was the First Vice Chairman of the People's Council, but he had only held this position for less than 40 days before being arrested.

Mr. Minh has worked in the disciplinary inspection system for more than 23 years but has committed many serious acts of corruption. He also has close ties with Zhou Yongkang, former Minister of Public Security, and his son Zhou Bin.

Shanxi provincial press reported that Jin Daoming had a whole “team of mistresses”, mainly engaged in real estate business. If businesses had construction needs, they would go to Ming’s mistresses, lend them money to build projects, and then buy them back. This “symbiotic” relationship was passed on by word of mouth among real estate tycoons in Shanxi, and everyone understood that they had to please Jin Daoming’s mistresses to be successful in their deals.

Among Kim Dao Minh's mistresses, the most famous are the sisters Ho Loi and Ho Han. These are two emerging real estate businesswomen in Thai Nguyen city, who own the Song Tu Twin Towers. Ho Han graduated from the Institute of Information Technology and Ho Loi graduated from Nanjing University of Industry. The two sisters are 35 and 37 years old respectively, possessing "captivating" beauty that made Kim Dao Minh openly take care of the couple.
