This is the content approved by the 17th Nghe An Provincial People's Council at the recent 5th session in the Resolution regulating the level of funding to support the activities of the People's Inspection Committees at the commune, ward and town levels in the province.

Accordingly, this funding source is guaranteed by the provincial budget and balanced in the annual commune budget estimate for the commune-level People's Committee to allocate to the commune-level People's Inspection Board. This Resolution takes effect from January 1, 2018.

Circular 63/2017 of the Ministry of Finance stipulates that the operating costs of the People's Inspectorate at the commune level are guaranteed by the local budget.

Based on the actual situation in the locality and the ability to balance the local budget, the People's Committee of the province or centrally-run city shall submit to the People's Council of the same level for decision on the level of funding to support the activities of the People's Inspection Committee at the commune level, with a minimum of VND 5 million/committee/year.

Previously, the People's Inspection Committee at the commune level was supported with an operating budget of 2 million VND/committee/year. However, due to low and uneven annual operating budgets among localities, the organization and operation of the People's Inspection Committee in many places did not meet requirements, and in some places it was still a formality.
