To remedy the consequences of the case in which the subjects appropriated 49 billion VND (according to the investigation agency's accusation), the investigation agency determined that the defendant Dang Sy Hung had no personal property after his death. However, the defendant Hung's family returned more than 13 billion VND to the investigation agency.
Returning to the case of "Asset embezzlement" that occurred at PVP Land and Minh Ngan Joint Stock Company, in which the Investigation Police Agency proposed to prosecute the defendants Trinh Xuan Thanh, Dinh Manh Thang (brother of Mr. Dinh La Thang) and accomplices, the Investigation Police Agency accused that in the transaction of transferring shares at the Nam Dan Plaza project at a price lower than the actual price, the subjects appropriated 49 billion VND.
Defendant Dang Sy Hung, former Head of the Economic Planning Department of Vietnam Oil and Gas Power Real Estate Joint Stock Company (PVP Land), and shareholders of Xuyen Thai Binh Duong Company signed a deposit contract to transfer shares at a price of 52 million VND/m2 of land. Hung then worked with Nguyen Ngoc Sinh, General Director of PVP Land, to establish a contract to transfer shares at a price of 34 million VND/m2 of land (a difference of 18 million VND/m2) and then asked Thai Kieu Huong, Deputy General Director of Vietsan Investment Joint Stock Company, to influence Trinh Xuan Thanh, Chairman of the Board of Directors of PVC Corporation; Dao Duy Phong, Chairman of the Board of Directors of PVP Land to approve the transfer of shares to appropriate the price difference.
The investigation agency determined that through this real estate share transfer deal, the subjects appropriated 49 billion VND. Of which, Hung received 20 billion VND from Mr. Le Hoa Binh, Chairman of the Board of Directors of 1/5 Construction and Service Joint Stock Company, Minh Ngan Joint Stock Company.
In this case, the investigation agency determined that Dinh Manh Thang received 5 billion VND; Trinh Xuan Thanh received 14 billion VND.

Trinh Xuan Thanh was accused of "embezzlement" and is being prosecuted by the Ministry of Public Security's Investigation Police Department for the above crime. |
When the investigation agency initiated the case of Le Hoa Binh for fraud and property appropriation, Mr. Thang returned 5 billion VND to Huong. At this time, Trinh Xuan Thanh also returned 14 billion VND for Thang to give to Huong.
According to the investigation agency, Thanh’s return of 14 billion VND took place after the investigation agency initiated the case. Because the crime had been completed, PVP Land was still deprived of this amount of money. The actions of Dinh Manh Thang and Trinh Xuan Thanh constituted the crime of “property embezzlement”, in which Thang played an assisting role.
In addition to Thanh and Thang, who were prosecuted for “embezzlement of property”, there were six other accomplices, including: Nguyen Ngoc Sinh, former General Director of PVP Land; Dao Duy Phong, former Chairman of the Board of Directors of PVP Land; Le Hoa Binh, Chairman of the Board of Directors of 1/5 Company; Nguyen Thi Kim Thoa, former Chief Accountant of 1/5 Company; Huynh Nguyen Quoc Duy, a broker; and Thai Kieu Huong, former Deputy General Director of VietSan Company.

Dinh Manh Thang (brother of Mr. Dinh La Thang) was also accused of embezzlement as an accomplice. |
According to the investigation agency's documents, the surprising thing in Trinh Xuan Thanh's resume is that this defendant had a previous conviction for "Violating regulations on traffic safety; intentionally causing injury or harm to the health of others".
In 1987, Le Hoa Binh was also given a warning by the Hanoi People's Court for "violating traffic safety regulations". Binh was arrested and detained from September 7, 2010 to November 11, 2014. Binh is currently on bail.
Currently, the case of "Asset embezzlement" occurring at PVP Land and Minh Ngan Joint Stock Company has been completed by the Investigation Police Agency and transferred to the Supreme People's Procuracy to conduct the next steps of the proceedings./.
