Draft of new general education curriculum will be announced before January 12

The Ministry of Education and Training has just announced the conclusion of Minister Phung Xuan Nha at the Conference of Directors of Departments of Education and Training nationwide on continuing to develop and prepare conditions for applying new general education programs and textbooks.

Announce draft course programs before January 12, 2018

In conclusion, Minister Phung Xuan Nha requested to complete the draft of the subject programs, continue to organize practical feedback, and evaluate the new program to ensure scientific, pedagogical, streamlined and feasible nature. These tasks must be completed before April 30, 2018.

The Management Board of the Program for the Development of Pedagogical Schools to Improve the Capacity of Teachers and Managers of General Education Institutions. Organize for pedagogical lecturers, general teachers and experts from professional associations, scientists to continue to give comments to complete the draft of the subject programs before posting on the Ministry's electronic information portal to solicit public opinions before January 12, 2018.

Implement the new curriculum and textbooks sequentially at each grade level, from the 2019-2020 school year for the first grade of primary school, from the 2020-2021 school year for the first grade of secondary school and from the 2021-2022 school year for the first grade of high school.

The Project Management Board for Supporting General Education Innovation shall preside over and coordinate with relevant units to develop a plan to compile a set of textbooks for all subjects in all classes (organized under the direction of the Ministry of Education and Training) to meet the roadmap for implementing the new program and textbooks, and issue the plan before January 31, 2018.

Documents regulating spelling in the new curriculum and textbooks, instructions for compiling local educational materials, instructions for general education institutions to select textbooks for teaching and learning according to the new curriculum, and instructions for implementing 2-session/day teaching in primary schools according to the new curriculum must be completed before April 30, 2018.

Issue new standards for teachers and administrators

Before January 31, 2018, the Minister shall approve and promulgate professional standards for general education teachers, standards for general education principals, standards for the selection process of key general education teachers and key general education school administrators; competency framework for general education teachers of specific subjects; professional standards for pedagogical lecturers; standards and procedures for selecting key pedagogical lecturers.

Organize training and development for core teachers in a centralized manner, completed at least 6 months before the implementation of the new textbook program so that localities have time to organize mass training for teachers.

Continue to review the teaching staff, determine teacher needs and take measures to address the surplus and shortage of teachers at each level and subject. Mr. Nha requested a report on this before June 30, 2018.

It is necessary to ensure that 100% of teachers assigned to teach the new textbook program are granted certificates to have completed the training program at least 1 month before the implementation date in each class according to the roadmap...

Before June 30, 2018, teacher training colleges shall implement the Ministry's planning policy in the direction of having a number of key schools and a number of satellite schools; fundamentally shifting from training based on the capacity of teacher training colleges to training based on the needs of using general education teachers; closely following the subject curriculum to develop a 4-year bachelor's degree program and teacher training programs; promoting teacher training and development through video, online, and in person.

Adjust the project to ensure facilities, issue a list of minimum equipment

Mr. Nha requested to adjust the Project on Ensuring School Facilities and Equipment, propose central funding sources and local budgets for implementation. This must be completed and submitted to the Prime Minister before December 31, 2017.

Complete the construction and submit to the Minister for promulgation the list of minimum teaching equipment at least 10 months before applying the new subject.

Before March 15, 2018, the Ministry of Education and Training must be reported on the situation of strengthening facilities and teaching equipment to implement the new curriculum and textbooks.
