How are cadres under the management of the Politburo appointed?
Regulation 105 of the Politburo on decentralization of cadre management and appointment and introduction of candidates has just been issued by the General Secretary, clearly stipulating the order and procedures for appointing cadres under the direct management of the Politburo and Secretariat.
Specifically, this is based on work needs, the Party Executive Committee, Party Delegation, leaders of departments and agencies under the Central Committee; the Standing Committee or Executive Committee of the Party Committees of provinces and cities; and the Party Committees under the Central Committee submit to the competent superiors (in writing) the policy, number and expected assignment of work for the proposed appointed cadres.
5 Step Process
For on-site human resources, after receiving the policy of the Politburo and the Secretariat, within 15 working days at the latest, the agency or unit shall carry out the human resources process in 5 steps.
Step 1:Based on the policies, requirements, tasks of the agency, unit and the source of staff in the planning, the head, the leadership members of the agency, unit and the staff organization discuss and propose the structure, standards, conditions and procedures for introducing personnel.
Step 2:The leadership team discussed and agreed on the structure, standards, conditions, and personnel introduction process and conducted personnel introduction by secret ballot.
The principle of introduction and selection is that each member recommends 1 person for a position; the person who receives the highest number of votes above 50% will be selected. In case no one receives more than 50% of the votes, the 2 people with the highest number of votes from top to bottom will be selected to introduce in the next steps (the vote counting results will not be announced at this conference).
Step 3:The leadership team, based on the structure, standards, conditions, task requirements and the ability of the staff to meet the requirements; based on the results of personnel introduction in step 2, conducts discussion and introduces personnel by secret ballot.
The principle of introduction and selection is that each leader introduces 1 person for 1 position from the personnel introduced in step 2 or introduces another person who meets the standards and conditions according to regulations.
The person who receives the highest number of votes above 50% of the votes of recommendation will be selected; if no one receives more than 50% of the votes of recommendation, the 2 people with the highest number of votes from top to bottom will be selected to receive a vote of confidence at the conference of key cadres.
If the results of the leadership group's introduction are different from the results of the discovery and introduction of personnel in step 2, report and explain clearly to the Politburo and Secretariat for consideration and direction before proceeding with the next steps.
Step 4:Organizing to get opinions of key officials on personnel (conducted when at least 2/3 of the summoned people are present) is done by voting.
Step 5:The leadership discusses and votes on personnel. The participants in the provincial, municipal, and block party committees directly under the Central Committee are the executive committees; in the Central Committee, the party executive committees, party delegations, and collective leadership of agencies and units.
The implementation sequence of step 5 is carried out by analyzing the voting results at conferences; verifying and concluding newly arising issues (if any); obtaining written opinions from the Party Committee Standing Committee or the Party Committee of the agency (in places where there is no Standing Committee) on the proposed personnel; the collective leadership discusses, comments, evaluates and votes on the personnel (by secret ballot).
The selection principle is that the person who receives the highest number of votes, over 50% of the votes, will be selected for recommendation and appointment; in case the leadership group recommends two people with the same number of votes (reaching 50%), the person recommended by the leader will be selected for presentation, and at the same time, all different opinions will be fully reported for the Politburo and the Secretariat to consider and decide.
For organizations with specific characteristics, the Central Organizing Committee shall, based on common procedures, provide guidance to ensure unity, synchronization, comprehensiveness and connectivity.
Personnel voting by secret ballot
With personnel from other sources, after having the policy of the Politburo and the Secretariat, this personnel is proposed by the competent authority or introduced by the Central Organizing Committee. In case the personnel is proposed by the agency or unit, the collective leadership of the agency or unit discusses, agrees on the policy and direction, and meets with the proposed appointed cadre to exchange opinions on the requirements of the work tasks.
Then, exchange opinions with the leadership and the standing committee of the Party Committee of the agency where the cadre is working on the transfer policy; get comments and assessments from the leadership and the standing committee of the Party Committee on the personnel; verify the cadre's background. Next, discuss, comment, evaluate and vote on the personnel (by secret ballot) and prepare a proposal for the Politburo and the Secretariat to consider and appoint.
In case the Politburo and the Secretariat plan to mobilize and appoint cadres from outside the agency or unit, the Central Organization Committee will discuss with the leadership of the agency receiving the cadres about the planned mobilization and appointment.
At the same time, exchange opinions with the collective leadership of the place where the cadre is working on the policy of transfer and appointment and get comments and assessments from the collective leadership and Party Committee; meet with cadres expected to be transferred and appointed to exchange opinions on work requirements; preside over and coordinate with relevant agencies to appraise personnel; prepare a report and submit it to the Politburo and the Secretariat for consideration and decision.
In case an official meets the appointment criteria but the agency where the official is working has not yet agreed to transfer him/her, the agency advising on official work can still report and request the Politburo and the Secretariat to consider and decide.
For personnel participating in the Party Executive Committee or Party Delegation, when proposing a cadre to hold a leadership position, if that position is part of the structure that has been prescribed to participate in the Party Executive Committee or Party Delegation, or if it is considered that the cadre proposed for appointment needs to participate in the Party Executive Committee or Party Delegation, then at the same time, propose that cadre participate in the Party Executive Committee or Party Delegation.
Officials under the management of the Politburo include: Politburo members, Secretariat members, Party Central Committee members; Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister; Member of the National Defense and Security Council; Member of the National Election Council, Heads of steering committees established by the Politburo, Member of the National Assembly Party Delegation, and Government Party Personnel Committee. |
