Details of conference expenses in Nghe An
(Baonghean.vn) - Recently, the Provincial People's Council passed a resolution regulating the expenditure level for organizing conferences in the province.

Accordingly, the Resolution stipulates: Remuneration for lecturers, allowances for reporters and those whose reports are presented at conferences shall be implemented according to current regulations on budget preparation, management and use of funds from the State budget for training and fostering cadres and civil servants.
Delegates who are guests not on the payroll of state agencies, public service units and enterprises are provided with meal allowances at the following specific levels:
- Meetings held at the inner city location of a centrally-run city are 200,000 VND/day/person.
- Meetings held at inner-city locations of cities, districts, and towns under the province are 150,000 VND/day/person.
- For meetings organized by communes, wards, and towns (regardless of location), the fee is 100,000 VND/day/person.
The resolution also specifically stipulates that the cost for refreshments during breaks is 20,000 VND/session/delegate.
Delegates who are guests not on the payroll of state agencies, public service units and enterprises are also supported with accommodation and travel expenses.
The conference expenditure level in the Resolution is the maximum expenditure level. Heads of agencies and units shall base on the expenditure level in this Resolution and the assigned budget estimate to specify the conference expenditure level and shall be stipulated in the internal expenditure regulations of their agencies and units.
The above contents are issued in the Resolution on regulations on some levels of business trip expenses and conference expenses in Nghe An province of the Provincial People's Council, effective from December 30, 2017.
The scope of application is professional conferences, mid-term and thematic review conferences, year-end conferences, and training conferences on task deployment organized by State administrative agencies as prescribed in Decision 114/2006/QD-TTg dated May 25, 2006 of the Prime Minister promulgating regulations on meeting regime in the activities of State administrative agencies.
In addition, there are also professional conferences, thematic review and summary conferences, year-end conferences, training conferences on task implementation of public service units; professional conferences, training conferences on task implementation or conferences organized according to regulations in the charters of political, socio-political organizations, and associations using State budget support funds.
Regular sessions of the People's Council, meetings of the Standing Committee of the People's Council and meetings of the People's Council's committees are carried out in accordance with the Resolution of the Provincial People's Council stipulating a number of spending regimes to ensure the operations of People's Councils at all levels in Nghe An province.
