Slow progress of 300 billion market project in Nghe An

Implementing the policy of socializing investment in market construction and management in Decree No. 02 of the Government on market development and management, in the period of 2016-2020, the People's Committee of Do Luong district has a policy of attracting investment capital to develop market projects in the area. After the research process, the investor was approved by the Provincial People's Committee for the investment policy of "Do Luong traditional market combined commercial center project" according to Decision No. 571/QD - UBND dated February 15, 2017. The implementing investor is the Hai An Market Investment, Construction, Management and Exploitation Cooperative.
The market has a construction area of 22,971.69 hectares, a construction density of 75.74%, about 1,929 kiosks, stalls, and business stalls with some buildings from 2 to 7 floors high, of which 1,532 are traditional stalls. The implementation location is in Yen Son commune and Do Luong town with a land area of 3.4 hectares and a total investment capital of 330.741 billion VND, of which the equity capital is 66.148 billion VND, accounting for 20% of the total investment project.
According to Decision 571 of the Provincial People's Committee, the project progress will start construction and site clearance in the second quarter of 2017, and will be completed and put into use in the second quarter of 2019. However, up to this point, the Do Luong traditional market and commercial center project has not yet reached an agreement on the planning scheme between the Do Luong District People's Committee and the investor.
Ms. Le Thi Ly - Deputy Head of the Economic Infrastructure Department of Do Luong district said: The reason for the slow progress of the Do Luong traditional market and commercial center project is that after the province and district approved the investment policy, the investor did not coordinate with the district in time to agree on the planning plan and implement the next steps to keep up with the construction schedule, but instead wasted time on procedures to request adjustment of the project area. Specifically, according to Decision No. 571/QD - UBND dated February 15, 2017, the project was assigned 3.4 hectares.
However, the investor submitted a request to the relevant departments for the land use area of 8.4 hectares. On March 20, 2017, the Provincial Department of Planning and Investment issued Official Letter No. 570 on "consulting relevant departments and Do Luong district to adjust the project from 3.4 hectares to 8.4 hectares". Do Luong district agreed on the plan for the investor to expand the area by 8.4 hectares, and submitted it to the Provincial People's Committee. However, on June 30, 2017, the Provincial Party Standing Committee announced that it "agreed not to adjust the project". Thus, the investor still has to follow the old plan according to Decision No. 571/QD - UBND, which is the land use area of 3.4 hectares.

On October 30, 2017, the Hai An Market Investment, Construction, Management and Exploitation Cooperative submitted a detailed planning draft with an area of 3.4 hectares to the People's Committee of Do Luong district. However, after reviewing the investor's draft planning in comparison with related documents and Decision No. 571/QD of the Provincial People's Committee, Do Luong district found that this planning was not really suitable. The location of the construction survey was not determined in accordance with the actual situation. The planning did not clearly distinguish the area for the construction of the commercial center and the area for the construction of the market for the convenience of the District People's Committee in the site clearance process. In the province's investment approval decision, the project implementation part included the construction of a 7-storey kiosk, but in the investor's planning, there was no such thing...
The need to build a commercial center project combined with Do Luong traditional market is necessary, contributing to the development of commercial services, economic growth, and creating a new look for the district. The problem is that investors need to closely coordinate with the Do Luong district government to quickly agree on the approved planning scheme, speed up the progress, and soon implement the project.
