“What should we do differently? First, I think we need to remember that Russia values strength and those who stand up to it,” Carter said in a speech at the Royal United Services Institute. “The original plan for Ukraine was to gain a lot of territory. But Russia was surprised by the resistance and was forced to hold back. We need to identify Russia’s weaknesses and respond asymmetrically to them.”
General Carter proposed building institutions in neighboring countries that could help them resist external pressure and reduce Western countries' dependence on Russian energy supplies.
The British Chief of the General Staff also stressed the importance of protecting cyberspace, finding Britain's vulnerabilities against malicious intentions and fake news from Russia.
General Carter stressed the importance of maintaining NATO's presence in Western Europe and continuing to improve the military alliance's capabilities.
The general also accused Russia of having the ability to provoke hostile actions sooner than expected, surprising potential opponents with something never seen before./.
