Continue to innovate and create activities of National Assembly Deputies

In 2017, the Provincial National Assembly Delegation organized to collect opinions on draft laws passed and submitted to the National Assembly at the 3rd and 4th sessions. Survey and supervision activities were suitable to the practical situation of the locality, and survey and supervision activities were implemented according to the set plan.
Voter contact activities have been innovated in form and quality has been increasingly improved. Before and after the 3rd and 4th National Assembly sessions, the National Assembly Delegation of Nghe An province has developed a plan for voter contact of National Assembly deputies in 21 districts, cities and towns according to each constituency in the province.
Accordingly, the Delegation conducted 4 regular voter contact sessions at 84 locations of the constituencies in the form of contact with voters of a commune or commune cluster. Through synthesis and classification, the Delegation has compiled 95 issues that voters petitioned under the jurisdiction of central agencies and 166 issues that voters petitioned under the jurisdiction of provincial agencies to forward to the National Assembly, the Government, central ministries, branches and provincial People's Committees according to the law.

In addition to regular meetings with voters before and after National Assembly sessions, with innovative methods, the National Assembly delegation organized for National Assembly deputies in the delegation to meet voters on topics such as the implementation of State policies and laws for areas affected by hydropower projects, investment in the construction of irrigation works for mountainous people, issues related to environmental pollution from mineral exploitation projects; on forest management, care and protection; meetings with voters who are representatives of small and medium-sized enterprises; dialogue between National Assembly deputies and Nghe An youth.
Thereby, the National Assembly deputies recorded and reflected to the National Assembly and relevant agencies the opinions and recommendations of voters in the province for consideration and response according to regulations.
During the year, the Delegation actively participated in the supervisory activities of the National Assembly, the National Assembly Standing Committee, the Ethnic Council and the National Assembly Committees.
The National Assembly Delegation organized a thematic supervision delegation on the settlement of voters' petitions sent to the Provincial People's Committee after the first and second sessions of the 14th National Assembly. Through supervision, the National Assembly Delegation discovered and recommended to the National Assembly, the Government, relevant ministries and the Provincial People's Committee the shortcomings and inadequacies in the implementation of policies and laws in the above-mentioned fields and proposed many issues to contribute to the improvement of the legal system as well as effective implementation.

Citizen reception activities, handling of complaints and denunciations of citizens are regular and timely. At the 3rd and 4th sessions of the 14th National Assembly, delegates actively participated in giving opinions in discussions in groups and halls. Coordination between the National Assembly Delegation and the Standing Committee of the People's Council, People's Committee and Vietnam Fatherland Front Committee of the province is in accordance with regulations...
At the Conference, the delegates focused their discussions on issues such as: improving the quality of activities of National Assembly deputies; innovating the form of voter contact, contacting voters by topic, outside the constituency, expanding the number of voters outside the province so that more voters can contact National Assembly deputies; promptly conveying voters' opinions, improving the quality of supervision, resolving voters' opinions and recommendations after supervision; improving the effectiveness of the quality of consultation work to build documents, draft laws, etc.
Speaking at the Conference, Provincial Party Secretary Nguyen Dac Vinh assessed that over the past year, the activities of the Provincial National Assembly Delegation have been creative and innovative, so the quality has been increasingly improved and highly appreciated by voters.
Especially, it is methodical in synthesizing voters' opinions and recommendations, promptly reflecting them to competent authorities for resolution.
In the work of meeting voters, the Head of the Provincial National Assembly Delegation said that some issues of concern to voters were answered quickly and specifically, many contents were answered directly by departments and branches at the conference and were highly recognized and agreed by voters.

Delegates demonstrated a high sense of responsibility at the National Assembly sessions. The speeches were carefully prepared, of good quality, and their opinions were fair.
Regarding the tasks in 2018, Provincial Party Secretary Nguyen Dac Vinh requested the Provincial National Assembly Delegation to continue improving the quality and effectiveness of the work of the People's Council, including inviting relevant departments and branches to participate in responding promptly to voters' recommendations related to the fields and branches in charge; and increase thematic meetings of the People's Council.
Emphasizing the supervision work, the Provincial Party Secretary suggested that the Provincial National Assembly Delegation must choose issues with focus and key points that voters are interested in, especially promoting effectiveness after supervision.
The provincial National Assembly delegation needs to organize dialogues with the people; strengthen coordination with the People's Council, People's Committee, and Fatherland Front to promptly grasp information and contribute to the National Assembly.
