Nghe An: People and businesses are still indifferent to the online public service portal
(Baonghean) - Deploying the Online Public Service Portal and the Electronic One-Stop System of Nghe An Province (VNPT-IGate 2.0) is one of the important tasks in the process of implementing the roadmap for building e-government. However, the use of the Online Public Service Portal by both citizens, businesses and state agencies is still limited.

Nghi Loc District People's Committee has built 338 procedures on the public service portal, with 206 district-level procedures and 132 commune-level procedures, including 112 level 3 public services and 16 level 4 public services.
As a result, in 2017, the district's reception and result delivery department received 52,071 records, processed 43,769 records, and overdue 5,011 records.
However, Ms. Cao Thi Hong Phuong - Specialist in charge of the One-Stop Department of Nghi Loc District People's Committee said: "The implementation of online public services has mainly stopped at entering data into the system, while the number of online applications is very limited, only 33 applications on the system".
To improve the efficiency of using online public service software, in 2018, Nghi Loc District People's Committee issued an official dispatch directing departments, offices and localities to review the processes and procedures built on the online public service software system; at the same time, do not accept paper documents for a number of fields that are required to be submitted online.
In Quynh Luu district, the number of dossiers received on the Online Public Service Portal ranked second in the province (after Nghi Loc). By the end of December 2017, the district's Reception and Result Delivery Department had received more than 27,400 dossiers, with 75.3% of dossiers returned in advance and on time, and 24.7% late.
According to the assessment of the People's Committee of Quynh Luu district, the reception of documents on online public service software in some areas is still a formality, some departments and offices have not seriously implemented the reception of documents according to the one-stop and one-stop mechanism.
Through discussion, Mr. Phan Nguyen Hao - Deputy Director of the Department of Information and Communications assessed: Many units only use the system to receive documents directly at the One-Stop Department and to store the results of document processing after completion, while the processing of documents between departments is being done manually, not processed on the system.
Although the system is ready, the application of the system by people and businesses is still very limited, sending and receiving documents online is still very rare (in 2017, there were only 66 documents submitted online).
In addition, due to objective factors, the above units are using specialized vertical software managed by ministries, branches, and the Central Government. Meanwhile, the Central ministries and branches have not actively coordinated with the above units to cooperate in sharing source codes, so the system has not yet connected and interconnected the Igate system with other vertical industry systems.
Putting the Provincial Online Public Service Portal into operation is considered an effective solution towards the goal of building a seamless electronic system, connecting and communicating electronic documents and electronic data from the province to the grassroots level; creating an electronic environment for people to monitor and contribute to the activities of governments at all levels.
