In a fairly decent house at the end of the village, this man said that he had just sold another house for nearly one billion VND to get money to pay back the people. This house, with a "frontage", located in the center of the commune, was bought by him a few years ago. However, up to now, Mr. H. still owes the people "a lot of money". Mr. H. said that he started to know people in this network since June 2012, when he asked about the disabled soldier regime for his wife. From that day, he also started to participate in the network as a "minion".

According to the reporter's investigation, in this network there are up to 10 "underlings" who specialize in receiving documents and money from people to enjoy the difference.

Among them, Mr. H. received the most applications from the people, 263 applications. These "henchmen" are mainly from Nam Dan, Hung Nguyen, Tan Ky districts... (Nghe An), and Huong Son, Duc Tho, Hong Linh town (Ha Tinh). In total, 10 "henchmen" received about 1,200 applications from 1,200 people to make policies and regimes. It is estimated that the total amount of money they received from the people is up to tens of billions of VND. After receiving the money and applications, the "henchmen" will receive a very large difference in money, before transferring it to Ho Thanh Tung and Ta Thi Van....

According to Mr. Nguyen Phuc H., he took 30 million VND from each file from the people. Then he transferred 22 million VND to Mr. Ho Thanh Tung (Hung Phu commune, Hung Nguyen), keeping the difference of 8 million VND for each file. When transferring it to Ms. Ta Thi Van (residing in Hung Binh ward, Vinh city), Mr. Tung continued to take 5 million VND for the difference. The price at this time was only 17 million VND for each file. All the files Mr. H. received were for war invalids.

According to the reporter’s estimate, with the 30 million VND per person as Mr. H. said, the total amount of money that this “henchman” received from the people was up to nearly 8 billion VND. If he could successfully “run” the wounded soldiers for these people, Mr. H. could earn more than 2 billion VND in difference. During his time as a “henchman”, Mr. H. transferred nearly 5.5 billion VND to Mr. Tung.
Mr. H. said that the price for each file of "running" wounded soldiers that he received from the people was the lowest compared to other "henchmen". "Some people charge 35 to 40 million VND per file. Some people charge up to 50 million VND. But I was "assigned" to take 30 million VND so I charge that much", Mr. H. said and said that all the cases he received to "take care of the procedures" were people who had been in the army. However, he did not care whether they were really wounded or not. All they needed was a decision to leave the army or a military record...

(63 years old, Yen Ma hamlet, Nam Kim commune, Nam Dan), said that he had lost everything after this incident. “Now I have lost my house, my land, my money, my reputation, my friends…”, Mr. M. said, his face showing obvious fatigue.

Mr. M. is also one of the “henchmen” in this chain of creating policies for people with merit. Before retiring in 2012, Mr. M. had two terms as Vice Chairman of the People's Committee of Nam Kim Commune. During his time as a commune leader, Mr. M. was often in charge of the policy section. Mr. M. and his wife currently have to live in a house built by their son-in-law next to the old house that was sold to someone else.

Mr. M. said that since the beginning of 2012, Mr. Tran Van Ph. (70 years old, Son Kim commune, Huong Son, Ha Tinh) told him about the chain of making policies for people with meritorious services, in which Mr. Ph. was also a "spy". Mr. Ph. asked Mr. M. to collect documents and money from those in need to make them. Mr. M. made the first documents through this friend. A short time later, through Mr. Ph., Mr. M. became acquainted with Mr. Ho Thanh Tung and Ms. Ta Thi Van. Ms. Van is said to be the leader of this chain of "running" policies for war invalids.

According to Mr. M., Mr. Ho Thanh Tung also introduced himself as enjoying the current war invalid regime because of Ms. Ta Thi Van's "running". Ms. Van introduced to her "henchmen" that her husband was a policy officer in the army, and had "run" for many people to enjoy the regime from 1993 to the present. Seeing his trust, Mr. M. returned to his hometown to inform many people about the regime and policy making. From May 2012 to early 2014, Mr. M. received 65 files from 65 people, including 63 files for war invalid regime, 2 files for Agent Orange regime. Not receiving as much difference in money as "henchmen" Nguyen Phuc H., each file Mr. M. received only about 5 million VND.

Accordingly, each person who needs to make a regime or policy must give Mr. M. 30 million VND for a war invalid file and 16.5 million VND for each Agent Orange file. Mr. M. then transferred each war invalid file to Ho Thanh Tung at a price of 25 to 26.5 million VND and 12 million VND for each Agent Orange file. In total, Mr. M. collected more than 1.81 billion VND from the people for 65 sets of files. Mr. M. received more than 170 million VND in difference, the remaining 1.638 billion VND was transferred to Mr. Ho Thanh Tung. This amount was then reduced by Mr. Tung by 577 million VND in difference, leaving only 1.061 billion VND to give to Ta Thi Van...

After receiving the money and documents, Ms. Van and Mr. Tung promised to complete the regime within 6 months to 1 year. However, after 2 years, it was still not done, 10 people asked Mr. M. to withdraw the money and documents.
By July 2015, after waiting too long while the people continued to put pressure on him, Mr. M. and his other "henchmen" met with Ms. Van and asked her to take responsibility for paying the money. However, Ms. Van still promised to make a policy for these cases, and if not, she would return the money to her "henchmen". Ms. Van also gave a specific time frame.

In addition, in March 2016, when he was asked to pay back his money, Mr. Ho Thanh Tung wrote a debt acknowledgment to Mr. M. for the amount of 540 million VND, promising to pay within two months. If he did not pay, he would mortgage Mr. Tung's house in Hamlet 7, Hung Phu Commune, Hung Nguyen District to Mr. M. However, both Ms. Ta Thi Van and Mr. Ho Thanh Tung later fled.

According to Mr. M., along with other “henchmen”, he also went to Ho Chi Minh City twice to find Mr. Ho Thanh Tung but failed. Currently, the amount of money that Ms. Van and Mr. Tung still owe Mr. M. is more than 1.4 billion VND. Regarding the amount of money that this “henchmen” received from the people, Mr. M. said that after selling the house and land as well as borrowing, he has now paid back 1.1 billion VND, still owing more than 700 million VND.
According to the reporter's investigation, among the 10 "henchmen" who have the role of collecting documents and money from people in this network, there are people who used to be retired army colonels such as Mr. Nguyen Nam Kh. (residing in Hung Nguyen town).
