Head of the Central Organization Committee Pham Minh Chinh noted: If the Secretary does not care about party work, then party work and cadre work will be erratic and mistakes will be made.

The Party Central Committee and the Steering Committee of the Central Project 7 have just held a conference to give opinions on the draft project focusing on building a team of cadres at all levels, especially at the strategic level, with sufficient capacity, qualities and prestige, equal to the task.

Previously, the Steering Committee organized to collect opinions from provincial party secretaries in the three regions along with leaders of central ministries and branches.

5 breakthroughs in personnel work

At the conference, Head of the Central Organizing Committee Pham Minh Chinh mentioned 5 breakthroughs in personnel work mentioned in this project.

First, according to him, it is necessary to create an equal environment to attract the maximum potential and intelligence of cadres at all levels, along with discovering, training, fostering and making good use of talents.

The second breakthrough is to standardize and tighten discipline and order, but also to expand the space and mechanism to promote the intelligence of Party members and cadres so that they can be proactive and creative, creating a driving force for innovation and development. If we tighten but no one is creative, no one dares to be creative, no one dares to innovate, then there will be no development.

“Experience shows that if we constantly check and scrutinize each other, it will be difficult to innovate and develop. We just went to China and saw that they accept mistakes, but those mistakes are not for personal motives but for development, that is, we have pilots and experiments, there are things that are right and things that are wrong. What is right must be replicated, what is wrong must be accepted, not disciplined for that reason,” the Head of the Central Organization Committee analyzed.

Self-criticism is still a formality.

The third breakthrough, Mr. Chinh pointed out, is the evaluation of cadres, which has been a weak link in all these terms. Therefore, the project proposes a multi-dimensional, 360-degree evaluation method, with top-down evaluation, bottom-up evaluation, inside-out evaluation, outside-in evaluation; continuous evaluation every week, month, 3 months, 6 months.

At the same time, the evaluation must be public to motivate cadres to strive, like the vote of confidence in the first National Assembly. If many people give low evaluations, we must try to adjust so that the next time is much better. The evaluation must quantify specifically what can be done.

The Head of the Central Organizing Committee also presented a new evaluation method using information collection that the Central Organizing Committee itself has tested.

Specifically, if the Party Committees directly under the Central Committee such as the Standing Committee, the Executive Committee, or the Party Delegation have any problems, the Central Organizing Committee will send a deputy to meet each person to grasp the situation and give advice, but without citing the source so that criticism and evaluation can be gentle, united, and effective.

“We see that the evaluation, especially the year-end evaluation like last year, 92% of the cadres under the management of the Politburo and Secretariat were excellent while the country's conditions were like that. This year, this rate has dropped to more than 70%. Recently, we removed many from the excellent category, 10-15%, why is the entire Standing Committee excellent while the task is not completed. That means our current review, criticism, and self-criticism are still formal and ineffective,” said Mr. Pham Minh Chinh.

He also noted the situation where the secretary does not care about party work but only cares about expertise. "If the secretary does not care about party work, then party work and cadre work will be erratic, and mistakes will be made."

The Head of the Central Organizing Committee said: “I attended the recent reviews, the latest case was Mr. Thanh (Mr. Le Phuoc Thanh - former Secretary of Quang Nam who was recently disciplined) who said that it was done by the staff agencies. The children and grandchildren did not commit any crime, but the uncles and aunts defended their father, so they just did it.”

The fourth breakthrough mentioned by Mr. Chinh is about personnel policy, including policies on housing, salary, and rewards.
