For a long time, the important role of integrity education for officials has been forgotten. Leaders and people in positions need to set an example.

The Secretariat has just met and decided to take disciplinary action by removing Mr. Le Phuoc Thanh from the position of Secretary of the Provincial Party Committee for the 2010-2015 term, Secretary of the Party Committee, and Chairman of the People's Committee of Quang Nam province for the 2011-2016 term.

According to Associate Professor, Doctor Ngo Huy Cuong (Faculty of Law, Hanoi National University), for a long time we have forgotten the important role of integrity education for officials. Leaders and those with positions in society must set an example for those below them.

Associate Professor, Dr. Ngo Huy Cuong also said that one of the main causes leading to the loss of integrity is the cadre work when it is too strongly dominated by cronyism, "relationships, relatives, money, intelligence" as people lament. This has also been pointed out by General Secretary Nguyen Phu Trong many times in the past. Unscrupulous cadres will certainly suffer bad consequences.

Public opinion could not help but be indignant when Mr. Le Phuoc Thanh once explained his lack of exemplary behavior, showing favoritism and nurturing his family by saying that he did not and could not interfere in the vote to appoint his son as Director of the Department, because all steps were carried out very strictly and according to procedure.

Colonel, Doctor, Distinguished Teacher Chau Nam Long said that if the appointment is not done in full, it cannot be said to be in accordance with the procedure. “The procedure is to carefully and closely consider the person being promoted, to avoid arbitrariness, taking advantage of putting relatives and family members into unnecessary positions. If the Party Committee and organization properly consider and vote for confidence, it will avoid arbitrariness, avoiding taking advantage of the promotion to put relatives and family members in. Because if the procedure is correct but in fact all the steps are not done, it cannot be in accordance with the procedure,” Colonel Chau Nam Long analyzed.

From disciplining Mr. Le Phuoc Thanh, to avoid the situation of promoting, rotating officials, and placing relatives in inappropriate positions, the implementation of Regulation No. 98 of the Politburo on rotating leaders and managers needs to be promoted, especially paying attention to strongly innovating the work of rotating officials, ensuring democracy, objectivity, publicity, transparency, fairness; preventing negativity, corruption, group interests, family relationships, acquaintances...

Mr. Bui Duc Phien, former Head of the Inspection Committee, Transport Union 2, Ministry of Transport, expressed his support for closely monitoring all aspects of the appointment and transfer process. According to Mr. Phien, it is necessary to pay attention to 3 points: caution, creating conditions and supervising Party work.

The Secretariat's disciplinary action to remove Mr. Le Phuoc Thanh from the position of Provincial Party Secretary is a lesson for personnel work; a lesson on valuing "talented people" or "relatives"... Strongly innovating the work of rotating cadres will contribute to ensuring democracy, objectivity, openness, and transparency; preventing negativity and creating conditions for young cadres and cadres in planning to be trained in practice; creating a long-term source of cadres for the country./.
