On the afternoon of February 22, under the chairmanship of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Xuan Duong, the Provincial People's Committee continued its regular February meeting to listen to and give opinions on a number of important contents. Also attending were Vice Chairmen of the Provincial People's Committee, members of the committee, and leaders of departments and branches.
At the beginning of the meeting this afternoon, delegates listened to the Department of Home Affairs report on the 2018 Administrative Reform Project for pilot units implementing administrative reform in the province.
Accordingly, 7 units were selected to implement administrative reforms, including: Department of Natural Resources and Environment, Department of Planning and Investment, Department of Finance, Department of Transport, Department of Construction, Office of the Provincial People's Committee and Vinh City People's Committee.

The project aims to effectively implement administrative reform at agencies and units to improve the effectiveness and efficiency of state management and improve the quality of service to people and businesses.
According to the assessment of the Department of Home Affairs, the projects of the basic construction units have closely followed the sample outline issued by the Provincial People's Committee in both structure and content. However, the Department of Home Affairs requested the units to focus on clarifying the existing limitations in the following contents: Issuing documents on progress (% slow); reviewing and announcing administrative procedures under the management scope at all levels; reforming and simplifying administrative procedures, shortening the time to handle administrative procedures; results of handling records (before the appointment, on time, late); organizing to collect opinions to assess the level of satisfaction with the provision of public administrative services by the agency...

Emphasizing the importance of administrative procedure reform, Vice Chairman of the Provincial People's Committee Le Xuan Dai said that administrative procedure reform is the most important. Reformed administrative procedures reflect the quality of work of leaders and supporting specialists, contributing to improving the investment environment. Developing a project is the responsibility of the agency or unit to effectively carry out assigned professional tasks, so avoid formalities; the project needs to be concise, practical, and avoid unnecessary spread.
"The two most important contents in administrative reform are administrative procedures and the quality of civil servants. Therefore, it is necessary to clearly assess what the biggest bottleneck is at present?" - said the Vice Chairman of the Provincial People's Committee.
Sharing the same idea of focusing on solutions to deal with bottlenecks, the Director of the Provincial Police, Colonel Nguyen Huu Cau emphasized: There are 3 bottlenecks that most units have not clarified. First is: not focusing on solving the problem of "hot above, cold below" that has existed for a long time in departments and branches. So how to manage and control? The Department of Home Affairs needs to find the bottlenecks to find solutions.
Second, people's desire is to reduce procedures, reduce time and make things smooth, but few agencies implement it, only the Department of Planning and Investment specifically evaluates and compiles statistics on this goal.

The third bottleneck, the head of the police agency said, is that the issue of public service discipline is not clear. There must be praise and discipline for effective administrative reform.
Administrative reform: "Reduced" but not "refined"
In order to reform the administration, in addition to reducing the apparatus and streamlining the payroll, Director of the Department of Planning and Investment Nguyen Van Do emphasized that it is necessary to focus on the quality of the staff. To reform the administration, the most important thing is the people, the leaders and the implementation apparatus. He suggested that the Department of Home Affairs advise the Provincial People's Committee to handle the human resource issue in the long term, because currently some departments and branches are only focusing on "reduction" but not "refinement".
After listening to the opinions of the delegates and concluding on this content, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that administrative reform does not stop at 7 model units but at all departments, branches and localities in the province.
To implement the project, project owners are requested to accept comments to complete their projects. The head must grasp all of his/her work to inspect and urge; There must be strict disciplinary measures for cadres who do not meet the requirements of the task; heads of agencies must uphold the responsibility of the head, inspect and evaluate all of their work and cadres.
