Two nannies severely abused more than 20 children
Police accused Linh and his associates of beating 20 children at the Mam Xanh facility (District 12), punishing them by forcing them to put a stack of plastic chairs on their heads.
On February 27, District 12 Police (HCMC) completed the investigation and transferred the case to the same-level People's Procuracy to propose prosecuting Pham Thi My Linh (44 years old, from Lam Dong) and Nguyen Thi Dao (24 years old, from Dong Nai) for the crime ofTorturing othersAccording to Clause 2, Article 140 of the 2015 Penal Code, the penalty is 1-3 years in prison.

Ms. Linh graduated with a degree in preschool education. In October 2016, she applied for a license to open Mam Xanh preschool in Tan Chanh Hiep ward, district 12. Every month, more than 30 children aged 3 to 5, children of workers in the area, are sent here.
Police determined that prior to November 2017, Ms. Linh, Dao, and an 18-year-old girl were babysitting children. Ms. Linh and Dao abused the hyperactive children by hitting them, kicking them, hitting them on the head with a knife, hitting them in the stomach with a spatula, or forcing them to put plastic chairs on their heads.
The investigation agency has sent more than 20 children for assessment to have a basis for handling, among them a child was determined to have a mental and motor developmental delay. However, the assessment center said there was no basis and evidence to determine that it was due to abuse.
"To determine the cause, it takes time to monitor the progress as well as do some psychological tests at a specialized psychiatric facility for children," the conclusion stated.
Linh and Dao's actions are considered less serious but have violated the health and spirit of many children, and need to be dealt with seriously. The 18-year-old nanny's actions are not serious enough to warrant criminal prosecution, so she is under local house arrest.
Regarding the incident, the children's parents simultaneously asked Linh and Dao to compensate more than 800 million VND, but currently the two defendants are unable to comply.
