Since March 1, 50% promotions are banned, so this time the network operator is giving money to both prepaid subscribers who have locked their two-way calls and there is no limit on the number of top-up cards.

Ms. Hoa, the subscriber, just received a text message from Viettel stating that February 28 is the last chance to enjoy a 50% discount on the top-up card value. From March 1, the maximum top-up promotion for prepaid subscribers will be only 20% according to regulations of the Ministry of Information and Communications.

MobiFone and VinaPhone prepaid subscribers also received similar messages. On the homepages of the three major networks, there are also articles with detailed instructions about this final 50% promotion. In particular, the program applies to bothActive subscribers, one-way or two-way locked during number retention period.

"During the promotion period, when customers top up their cards, they will receive an additional 50% of the card value added to their promotional account with a lifetime validity and no limit on the number of top-up cards," a network operator emphasized. This policy is different from previous programs, in which subscribers only receive a 50% promotion with a single top-up card.

The carriers also said that the 50% promotion will be applied to all current forms of card and phone top-up such as scratch cards or online.

Not only telecommunications businesses, payment intermediaries such as Moca, Momo, Vi Viet... also have notifications "reminding" users about the "last chance" to enjoy great promotions from each network.

Previously, Circular No. 47/2017 issued by the Ministry of Information and Communications clearly stated that from March 1, network operators are only allowed to offer a maximum promotion of 20% for prepaid subscribers. For postpaid subscribers, the highest promotion is 50%.

According to this document, the above limit includes the value of services, goods or material values that network operators use for promotions. If telecommunications enterprises violate the regulations on promotion limits, they will be subject to administrative sanctions and tax collection for those promotion programs.

This regulation was issued in the recent context, where network operators are competing to apply promotional packages of up to 50%, 100% of service value. According to the explanation of the representative of the Ministry of Information and Communications, the contents of Circular 47 aim to ensure fair competition in the telecommunications market. Along with that is to ensure the rights and promote the development of postpaid subscribers, limit spam calls and spam messages.

According to the Ministry of Information and Communications, postpaid subscribers are a group of loyal customers who provide accurate and complete information to the network operator when registering for services but rarely enjoy promotional policies. In the newly issued circular, this agency also requires telecommunications enterprises to plan to guide customers to switch from prepaid to postpaid subscribers as quickly and simply as possible, while implementing regulations on promotional limits.
