Civil Aviation Authority speaks out about illegal entry at Vinh airport
The Civil Aviation Authority has punished organizations, aviation security staff and Vinh International Airport after a serious aviation security threat incident when a young man broke into Vinh airport.

At the same time, the Civil Aviation Authority of Vietnam assessed that the above incident has not yet caused serious consequences, but this is an incident that seriously threatens aviation security and safety.
Specifically, on March 3, when flight VN1265 from Vinh International Airport to Tan Son Nhat (scheduled to take off at 12:55 on the same day) had finished boarding, the chief flight attendant discovered that a person had boarded the plane but did not have a boarding pass for flight VN1265.
Immediately, the flight attendant coordinated with the aviation security control staff at Vinh International Airport to board the plane to escort the subject down to hand over to the authorities for handling.
Through verification, the violator was determined to be undergoing treatment for mental illness, so the authorities allowed him to return home and did not handle the administrative violation according to the provisions of Article 11 of the Law on Handling of Administrative Violations.
The cause of the incident, according to the leader of the Civil Aviation Authority of Vietnam, was that the aviation security staff and aviation check-in staff of Vinh International Airport violated regulations in the work process; the facilities, materials, and equipment serving the work of ensuring aviation security still revealed some limitations in the ability to cover and control aviation security at the airport.
In particular, Vinh International Airport has not fully fulfilled its responsibilities in inspecting and supervising its employees while performing their duties; has not fully assessed risks and detected limitations in the aviation security plan at the Airport.
The Civil Aviation Authority has imposed a maximum fine of VND40 million on Vinh International Airport for failing to properly implement the approved aviation security program as prescribed in Point b, Clause 5, Article 25, Decree No. 147/2013/ND-CP dated October 30, 2013 of the Government on administrative sanctions in the field of civil aviation.
For individuals, the Civil Aviation Authority will impose a maximum fine of VND10 million and revoke the right to use the aviation security officer's license for 2 months for 4 aviation security officers; and a fine of VND4 million for a passenger check-in officer at Vinh International Airport for violating the performance of duties in accordance with the prescribed work procedures and coordination procedures.
The Deputy Director of Vinh International Airport in charge of security was disciplined for violations in the form of a written warning regarding his capacity to manage, supervise, and directly operate air transport activities.
In addition, the Civil Aviation Authority assigned regional airport authorities to preside over and coordinate with airports to organize discussions, draw lessons, rectify and propose specific solutions to prevent the risk of similar incidents recurring and the risk of aviation security and safety loss.
The Department also requested the Vietnam Airports Corporation to re-evaluate all aviation security work at all airports in the Vietnam airport system to invest in, upgrade, and improve infrastructure, aviation security equipment, and organize training to raise awareness of discipline and compliance with regulations among officers and employees.
The Civil Aviation Authority will review and re-evaluate the aviation security programs of airports and conduct surprise inspections of compliance with regulations on aviation security at Vinh International Airport and a number of other airports nationwide to find effective management solutions for aviation security./.
