Admission to grade 10: Vocational exam scores are retained for 1 year
Departments of Education and Training have regulations on adding bonus points for students taking vocational high school exams and will continue to apply them to enrollment for the 2018-2019 school year.
The Ministry of Education and Training has just officially issued a Circular amending and supplementing a number of articles of the Regulations on Secondary School and High School Admissions, issued together with Circular No. 11/2014/TT-BGDDT dated April 18, 2014 of the Minister of Education and Training.
Officially assessed for ability when enrolling in grade 6
The most notable thing in this Circular is the amendment and supplement to Clause 2, Article 4 of the current Circular. Specifically, if Circular 11 stipulates: "Secondary school admission by examination method", the new draft adds: "Secondary school admission by examination method.
In case the number of students registering for grade 6 is more than the enrollment quota, the Department of Education and Training will guide the implementation of the enrollment plan by the selection method, or combine selection with testing and evaluating students' abilities.

In Hanoi, some schools have long been known to have more students registering for grade 6 than the enrollment quota, such as Hanoi-Amsterdam; Cau Giay Secondary School; Le Loi; Marie Curie....; in Ho Chi Minh City, there is Tran Dai Nghia Specialized School...
Regarding the regulations on direct admission and preferential treatment, in addition to the subjects mentioned in Circular 11, for students who have won prizes in competitions, if the previous regulations only required: "Students who have won prizes at national level or higher in culture; arts; physical education and sports; science and technology competitions for high school students", the revised Circular has stricter regulations.
That is: “Students who have won national and international prizes in culture; arts; physical education and sports; national science and technology competitions for middle and high school students”. Thus, only students who have won national science and technology competitions will be directly admitted, not provincial level as is currently the case.
The regulations on direct admission and priority in the draft also add Article 4: “The Department of Education and Training shall prescribe the level of additional points for each group of subjects receiving priority points. The difference in additional points, on a 10-point scale, between the next two groups of subjects is 0.5 points, calculated on a 10-point scale.”
Eliminate incentive points, but keep career points for 1 year
Notably, the Circular recently announced by the Ministry of Education and Training has removed the regulation that the Department of Education and Training stipulates bonus points when enrolling students in grade 10.

Notably, in the revised Circular of the Ministry of Education and Training, effective from April 15, an additional provision is added: "Departments of Education and Training that have regulations on adding bonus points for students taking general vocational exams will continue to apply for enrollment in the 2018-2019 school year."
According to previous regulations, in Article 7 on "Direct admission, priority and incentive regimes", regarding the subjects receiving incentive points, it clearly states: "The Department of Education and Training shall prescribe the subjects and additional points for each type of subject receiving incentive regimes".
However, in the newly issued Circular, the name of Article 7 has been changed to "Direct admission, priority regime", there is no longer an incentive regime, at the same time, the regulation "The Department of Education and Training prescribes the subjects and additional points for subjects entitled to incentive regime" has also been officially abolished../.
