The incident happened at about 4:30 a.m. on March 18.Mr. Bui Ngoc Khanh - Chairman of the Fisheries Association of Tien Thuy Commune, Quynh Luu District confirmed the above information and said that at the above time, fishing boat NA 90375 TS captained by Mr. Bui Van Minh, Thanh Tien Village, Tien Thuy Commune was concentrating on casting fishing nets at sea.

At that time, Mr. Nguyen Ngoc Hoan, born in 1960, residing in Duc Xuan village, Tien Thuy commune, was operating the winch when suddenly the winch wire got caught in his body. Because he did not react in time, the winch wire got caught in a copper tub and severed one of his arms. Although he received first aid from the crew, due to excessive blood loss, the fisherman died on the way to shore.
That same afternoon, Mr. Hoan's body was brought ashore, handed over to his family and buried according to local customs.
The winch line broke, 2 fishermen were injured and died.
