Expanding the boundary towards merging Cua Lo town into Vinh city

On the afternoon of March 21, under the chairmanship of Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, the Provincial People's Committee held a workshop to collect opinions on the project to adjust the administrative boundaries of Nghi Loc district to expand Cua Lo town.
The administrative boundaries of Cua Lo town and Vinh city are separated by the communes of Nghi Thai, Nghi Phong, Nghi Thach, Nghi Xuan, Nghi Hop, Nghi Khanh, Phuc Tho of Nghi Loc district. Meanwhile, the mandatory condition for merging Cua Lo town into Vinh city is that the administrative boundary of Cua Lo town must be adjacent to the administrative boundary of Vinh city. Therefore, it is necessary to merge the above 7 communes of Nghi Loc into Cua Lo town.
After adjustment, the natural land area of Cua Lo town increased from 27.93 km2 to 74.49 km2 and the population increased from 59,756 people to over 110,527 people, with 14 affiliated administrative units.

At the workshop, delegates focused on assessing the impact and development orientation of related administrative units after adjusting the administrative boundaries of Cua Lo town.
According to the delegates, the adjustment of the administrative boundaries of Nghi Loc district to expand Cua Lo town on the basis of merging the natural area and population of 7 communes of Nghi Loc district will not disperse investment resources and will not increase regular expenditures for the administrative apparatus. Public administrative resources will be focused by the town on infrastructure investment, promoting socio-economic development.

Adjusting the administrative boundaries of Nghi Loc district to expand Cua Lo town will have positive socio-economic impacts, creating momentum to promote the urbanization process in the area, contributing to expanding and shifting the economic and labor structure, creating many job opportunities, increasing income for workers, attracting high-quality labor force, and developing synchronous and modern infrastructure.

As for Nghi Loc district, after adjusting 7 communes to Cua Lo town for management, it will meet the province's general policy and planning. At the same time, it will create a driving force for Nghi Loc district to restructure the socio-economic structure throughout the district, ensuring harmonious and reasonable development between regions, industrial clusters, services, and trade on the basis of maintaining stable development of agriculture, forestry and fishery. Develop synchronous and modern infrastructure, especially in the communes and areas in the west of the district with underdeveloped economy.
However, when the merged communes are transferred to Cua Lo, the economic growth rate of Nghi Loc district will change. Therefore, it will affect the balance of revenue and expenditure and capital sources to implement investment programs and projects for economic development and infrastructure of the district in the following years.

The opinions of the leaders of the Departments of Construction and Natural Resources and Environment all emphasized that the 7 communes are located within the planning area of the expanded Vinh city, with administrative boundaries suitable for the adjustment. However, Cua Lo is a coastal tourism urban area, a type 3 urban area, so the project must analyze and clarify the nature of the coastal urban area when these 7 communes are included; will the criteria on social infrastructure, traffic, population, etc. be met? In addition, with the increase of 7 communes, how will the district-level management apparatus in Cua Lo change, what are the specific solutions after the adjustment...
These concerns of the delegates were answered by the Chairman of the People's Committee of Cua Lo town when he said that the expansion of the town will increase the foundation for a type 3 urban area, striving to upgrade Cua Lo to a type 2 urban area. The town's apparatus will remain the same after the merger.

In addition, the leaders of Nghi Loc District People's Committee and Cua Lo requested the consulting unit to include breakthrough recommendations and major orientations for Nghi Loc development; solutions on investment, socio-economic planning, and construction of the district.
Concluding the workshop, Vice Chairman of the Provincial People's Committee Dinh Viet Hong said: The adjustment of administrative boundaries to expand Cua Lo town creates momentum and a stepping stone for the town to strive for comprehensive development in all fields, to become a type II urban area and merge into Vinh city before 2030.
The consulting unit received the opinions of the delegates to complete the project, in which, it is necessary to pay attention to the solutions for Nghi Loc and Cua Lo to develop after separating and merging communes according to the project; at the same time, Nghi Loc district will collect people's opinions on the project to adjust the administrative boundaries of Nghi Loc district to expand Cua Lo town in April 2018. After that, the province will implement the next steps.
