The Politburo has just issued regulations on annual quality review, assessment and classification of collectives and individuals in the political system.

Standing member of the Secretariat Tran Quoc Vuong has just signed and issued Regulation No. 132-QD/TW dated March 8, 2018 of the Politburo on annual quality review, assessment and classification of collectives and individuals in the political system.

Quality grading in four levels

In particular, it is required to take political qualities, ethics, lifestyle; results, and work efficiency of cadres, party members, and leaders as the basis and main measure in annual evaluation and classification.

Specifically, this Regulation stipulates the principles and basic contents for organizing the implementation of self-criticism and criticism; annual quality assessment and classification of organizations, agencies, units, leadership and management collectives and individuals in the political system from the central to grassroots levels.

The review content focuses on clarifying outstanding achievements to promote, pointing out shortcomings, limitations, and weaknesses; relating to manifestations of ideological, political, moral, and lifestyle degradation, "self-evolution", "self-transformation"; clearly pointing out the causes of shortcomings, limitations, and weaknesses, proposing solutions and time to overcome.

Regarding the criteria for annual quality assessment and classification, the Regulation clearly states: for organizations and collectives, there are criteria on organization and collective building; results of performing assigned tasks during the year; results of overcoming limitations and weaknesses that have been pointed out. For individuals, there are criteria on politics, ideology; ethics, lifestyle; sense of organization and discipline; working style and manners; results of performing assigned duties and tasks during the year and results of overcoming limitations and weaknesses that have been pointed out.

Based on the evaluation results, the quality is classified into four levels: Excellent task completion, good task completion, task completion, and task failure.

Annual review, assessment and classification of collective and individual quality is conducted before summarizing the annual work of the organization, agency or unit.

The Politburo requires that the review, assessment and classification must ensure compliance with the Party's guidelines, policies and viewpoints, and the State's policies and laws. Ensure the principles of democratic centralism, self-criticism and criticism; solidarity and unity; honesty, objectivity, comprehensiveness; fairness, openness and transparency; proper authority and responsibility; ensure unity, synchronization and connectivity throughout the entire political system from the central to the grassroots levels.

Along with that, we must take political qualities, ethics, and lifestyle as the foundation; results and work efficiency as the main measure in annual evaluation and classification. Link individual responsibility with collective responsibility; leaders, individual leaders, and managers assigned to be in charge of fields and areas with the performance and work efficiency of localities, organizations, agencies, and units.

Failure to complete tasks if the agency is corrupt

According to this Regulation 132,corganizations, agencies, unitswill be assessed as not completing the task if any subordinate unit has cases of embezzlement, corruption and other violations that are handled according to Party regulations and State laws (except in cases of self-discovery and overcoming of consequences); only completing less than 50% of the targets and tasks assigned and approved by competent authorities in the year, the main targets do not reach 100% (except in cases of force majeure);The leadership and management team that is disciplined or has more than 20% of its subordinate units disciplined during the year is also assessed as not fulfilling its tasks.

Leadership and management teambe classified as not completing tasks when competent authorities assess that internal solidarity has been lost; there are members who have degraded in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; the locality, organization, agency or unit under their direct leadership or management only completes less than 50% of the targets and tasks assigned and approved by competent authorities in the year, and the main targets do not reach 100% (except in cases of force majeure);disciplined or had a member disciplined during the year.

For individualswill be assessed as failing to complete the task when the competent authority assesses that there are signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; only completing less than 50% of assigned targets and tasks in the year, not completing 100% of important targets and key tasks; and being disciplined in the year.

For leaders and managersThey are also assessed as failing to fulfill their duties when agencies, units, and individuals under their direct leadership and management are involved in embezzlement and corruption and are subject to disciplinary action according to regulations (except in cases where they self-detect and remedy the consequences)./.
