At the conference, after hearing the report on the results of the "Effective Mass Mobilization" emulation movement in 2017 and the direction and tasks for 2018 from the provincial steering committee, many opinions and suggestions were offered to improve the quality and effectiveness of the movement in 2018.
Comrade Le Khac Thuyet - Deputy Director of the Provincial Police Department, suggested that models and exemplary cases of "effective mass mobilization" should not be built based on general targets, but rather on the specific situation of each locality, area, and field... to establish concrete targets and prioritize the selection of participants and implementation in a suitable and effective manner.
Representatives from Nghe An Newspaper and the Provincial Radio and Television Station suggested that grassroots steering committees prioritize building and promoting the pioneering and exemplary role of cadres and Party members in order to spread and encourage people to participate in the "Skilled Mass Mobilization" movement. In addition, it is necessary to identify and honor truly effective and deserving individuals who have performed well.

Comrade Nguyen Van Lap, Deputy Director of the Department of Agriculture and Rural Development, believes that propaganda and mobilization must be very specific; strengthening coordination between agencies within a locality and between the provincial and district levels to create a combined strength to increase the effectiveness of "skillful mass mobilization".
On the other hand, localities need to pay attention to the impact of "effective mass mobilization" models on the grassroots; carefully consider how the models are built, the process and results of such models, and how they impact the locality, especially in areas with specific characteristics... in order to maximize their effectiveness.

Concluding the conference, Comrade Nguyen Xuan Son acknowledged the contributions and efforts of the steering committees at all levels, Party committees, and local governments in implementing the "Skilled Mass Mobilization" emulation movement in 2017. The Standing Deputy Secretary of the Provincial Party Committee outlined five basic contents that need to be implemented for the "Skilled Mass Mobilization" emulation movement in 2018, including:
Strengthen and improve the quality of steering committees at all levels, paying attention to aspects such as clearer and more specific assignment of tasks to each committee member; maintaining regular meetings and increasing the exchange of experiences to replicate successful models; improving the quality of advice provided to Party committees and government; directing all levels to develop their own plans that reflect the specific characteristics of each sector, locality, unit, and field; directing better coordination among agencies and units, prioritizing guidance at the grassroots level, and building movements based on specific models. Strengthen inspection, supervision, guidance, identification, and replication of good practices and successful models.
"Effective mass mobilization" at all levels must closely adhere to the 2018 tasks in all fields: paying attention to major and key tasks in each field; focusing on effective mass mobilization work and building an effective political system in special regions.
In 2018, the focus must be on highlighting the "effective mass mobilization" efforts of all levels of government, making Nghe An a shining example nationwide in this field. First and foremost, we must concentrate on raising awareness among cadres and Party members, creating a large-scale learning campaign with various forms on "effective mass mobilization" as taught by President Ho Chi Minh. We propose that all levels of government, agencies, and units should consider and gather feedback from the people before drafting and promulgating legal documents. We must continue to improve administrative reform; reorganize the organizational structure and streamline staffing according to Central Resolution No. 6.
Effectively implement grassroots democracy regulations; improve supervision, critical feedback, and dialogue mechanisms. Each organization should select one truly effective area to guide and coordinate implementation, avoiding a focus on quantity. Effectively organize conferences to commend exemplary models of "skillful mass mobilization" at the district level to create a ripple effect and enhance effectiveness at the grassroots level.
Strengthen propaganda efforts regarding the "Effective Mass Mobilization" emulation movement, paying particular attention to encouraging participation in the Central Committee's Mass Mobilization Department's journalism award on effective mass mobilization.
