“Standard” teacher: Must have the ability to build relationships with students' parents

The Ministry of Education and Training has just announced a draft circular regulating professional standards for general education teachers. In addition to professional and technical competence, teacher standards require the ability to build social relationships.

According to the Ministry of Education and Training, this standard aims to help teachers self-assess, thereby developing plans to improve their professional qualities and improve their professional and technical capacity; as a basis for schools to evaluate and classify teachers' professional capacity, thereby developing plans for training and fostering teachers' professional capacity regularly and continuously.

Professional standards for general education teachers are a system of basic requirements for general education teachers in terms of political qualities, ethics, lifestyle; professional competence, foreign language and information technology; capacity to build a democratic educational environment and capacity to develop social relations.

According to the draft, the General Teacher Professional Standards include 5 standards, with 15 criteria as follows:

Standard 1: Professional qualities

Teachers must love, respect, and be friendly with students; maintain ethics, prestige, and teacher conscience.

Criterion 1 - Exemplary with students: Healthy, civilized, standard lifestyle, scientific and serious working style, friendly behavior with students.

Criterion 2 - Ethical qualities of teachers: Firm political stance and ideology, dedication and responsibility for the profession, preserving the qualities, honor and reputation of teachers.

Standard 2: Professional competence, foreign languages ​​and information technology application

Have knowledge and skills in expertise, foreign languages, and information technology that meet training standards and teaching and education requirements.

Criterion 3 - Professional competence: Apply and develop trained professional qualifications in teaching and education

Criterion 4 - Foreign language proficiency: Use foreign languages ​​(or ethnic minority languages ​​for teachers working in ethnic minority areas) in professional and educational activities.

Criterion 5 - Information technology application capacity: Apply information technology in professional and educational activities.

Standard 3: Pedagogical competence

Have knowledge and pedagogical skills to meet the requirements of teaching and educational activities.

Criterion 6 - Capacity to plan and organize teaching and educational processes: Apply methods and techniques in planning, organizing teaching and educational activities.

Criterion 7 - Creative and effective teaching capacity: Design and apply methods, exploit and develop effective teaching materials and tools suitable for students.

Criterion 8 - Student assessment capacity: Design and use tools and methods to assess students in accordance with regulations, supporting students' progress in the learning and training process.

Criterion 9 - Ability to advise and support students: Understand students, advise, guide, care for, and support students in their studies and career guidance.

Standard 4: Capacity to build and implement a democratic educational environment

Exercise your rights and obligations, build and develop a democratic environment in school.

Criterion 10 - Capacity to implement democratic regulations: Correctly perform the role of knowing, discussing, doing, and checking of teachers in school activities.

Criterion 11 - Ability to promote democratic rights of students and colleagues: Creating a democratic, friendly, equal, cooperative learning environment that encourages creativity.

Criterion 12 - Capacity to promote democratic rights of parents and related organizations and individuals: Creating a democratic, friendly, equal, and cooperative environment with parents and related organizations and individuals.

Standard 5: Ability to build social relationships

Be willing to serve, cooperate and be friendly with stakeholders inside and outside the school.

Criterion 13 - Ability to build relationships with students: Cooperate, support student development, promote educational and training activities.

Criterion 14 - Ability to build relationships with colleagues and superiors: Build cooperative relationships, support colleagues and superiors, create a cultural environment in school.

Criterion 15 - Ability to build relationships with parents, relevant organizations and individuals.

Each teacher is evaluated on each criterion and an overall assessment.

Each criterion is evaluated according to the levels of "Pass", "Fair", "Excellent" and "Unpass".

For the criteria's "Achieved", "Fair", "Excellent" levels: teachers need to meet the requirements of that level with appropriate evidence.

For the “Not achieved” level: the teacher does not meet the achievement level requirements of the criterion or does not have evidence to prove it.

Based on the evaluation results of each criterion, teachers will be classified as "Pass", "Fair", "Excellent" or "Unpass".

Achievement Level: All criteria must be assessed at achievement level or higher;

Fair: All criteria are assessed at the satisfactory level or higher, ensuring that at least 12/15 criteria are assessed at the fair level or higher, in which criteria in standard 2 and standard 3 are ranked at the fair level or higher;

Good Level: All criteria are evaluated from the good level, in which at least 12/15 criteria are guaranteed to be from the good level, including criteria in standard 2 and standard 3 being ranked at the good level;

Unsatisfactory Level: One or more criteria do not meet the requirements of the satisfactory level.

Periodically every year, teachers self-review and evaluate at the end of each school year to determine their level of achievement according to the Standards, thereby developing a plan to practice professional qualities and improve professional qualifications and skills.

Every 3 years, the school organizes teacher evaluation according to the Standards.

This draft is being consulted by the Ministry of Education and Training until May 25, 2018.
