Principal 'slips' through process to become boss of Internal Affairs Department

The Department of Home Affairs has just sent a document requesting the district to consider the planning process for Mr. Tran Xuan Linh (Principal of Tan Lien Secondary School) to hold the position of Deputy Head of the Department of Home Affairs because he does not meet the requirements.

Response from the Department of Home Affairs of Quang Tri province

Chairman of Huong Hoa District People's Committee Dang Trong Van said that he had received a response from the Department of Home Affairs regarding the process and planning for appointing officials in the district, including Mr. Linh's case.

According to Official Dispatch 134/SNV-CCVC "On receiving and appointing cadres" dated March 15 of the Department of Home Affairs, based on Resolution 18-NQ/TW, at the district level, departments and offices with similar functions and tasks such as: District Party Committee Office and District People's Council and People's Committee Office; Organization Board and Department of Home Affairs, Inspection Committee and Inspectorate... will be considered to hold concurrent positions and heads.

Comparing the standards for the position of deputy head of department stipulated in Decision 12/2009/QD-UBND of the People's Committee of Quang Tri province, Mr. Tran Xuan Linh lacks a certificate of training in state management at the specialist level.

"After receiving the dispatch from the Department of Home Affairs, the District People's Committee will report to the Standing Committee of the District Party Committee, requesting to stop planning the position of Deputy Head of the Department of Home Affairs for the case of Mr. Tran Xuan Linh," said Mr. Van.

Huong Hoa District Party Committee

Previously, at the end of 2017, Huong Hoa District Party Committee issued a notice on the policy of implementing the appointment process for the position of Deputy Head of the Department of Internal Affairs for Mr. Linh.

“Comrade Tran Xuan Linh is currently a management officer of the district education sector. Therefore, it is required to complete procedures and send documents to the Department of Home Affairs to transfer to a civil servant of the District Home Affairs Department to meet the conditions for appointment to the position of Deputy Head of the District Home Affairs Department according to regulations,” the announcement of the District Party Committee stated.

An official from the Huong Hoa Internal Affairs Department said that according to regulations, planned cadres must meet all conditions, submit planning documents to competent authorities, and then request approval from the District Party Committee Standing Committee.

Although Mr. Linh is currently the Principal of Tan Lien Secondary School, the Department of Home Affairs has not yet considered him for a civil servant position. Meanwhile, if the plan is to appoint the Deputy Head of the Department of Home Affairs, the necessary condition is that the person must be a civil servant.
