According to the report of the Central Organizing Committee, in the first quarter of 2018, the Party Organization and Building sector nationwide focused on consulting to concretize the implementation of Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the apparatus of the political system, streamline, operate effectively and efficiently"; Resolution No. 19/NQ-TW "On continuing to innovate the organization and management system, improve the quality and efficiency of public service units"; associated with continuing to implement Resolution 4 of the Central Committee (term XI and term XII).
The Central Organizing Committee has also temporarily issued a list of job positions and job descriptions for civil servants in the Party Organization and Building sector; and at the same time issued a decision on piloting the arrangement, use, recruitment and management of civil servants in the Party Organization and Building sector with job positions attached.
On the basis of job positions of the Party Organization and Building sector, to promulgate and implement the system of position and job lists, position descriptions, civil servant jobs in Party agencies, the Vietnam Fatherland Front and socio-political organizations...

At the conference, some localities presented some innovations and methods in arranging, streamlining the apparatus and reducing staff. For example, Quang Ninh province has merged some agencies and organizations, such as the District Party Committee's Organizing Committee with the Department of Internal Affairs; the Inspection Committee with the Inspectorate in 14 districts and towns.
Ninh Binh province has arranged for the Head of the Propaganda Department to be concurrently the Director of the Political Training Center; the Director of the Cultural - Sports Center to be concurrently the Head of the Radio and Television Station; the Head of the District Party Committee's Mass Mobilization Department to be concurrently the Chairman of the District Fatherland Front.
Ninh Binh is also rearranging the team of semi-professional staff at commune and village levels, aiming to reduce by 45-55%. Meanwhile, Ha Tinh province is implementing the merger of 700 hamlets and villages, moving towards merging communes.
Some localities also made some recommendations, such as handling the excess of deputy-level officials when merging agencies; the Central Government needs to have guidance on merging the Office of the National Assembly Delegation with the Office of the Provincial People's Council; merging hospitals and district-level medical centers; these are inadequacies and overlaps between Central regulations...
At the conference, the Ho Chi Minh City Party Committee recommended that the Central Organizing Committee, based on innovative models in localities, organize specialized meetings to discuss and widely deploy related to the work of evaluating cadres and civil servants; on the model of merging commune and ward levels; merging organizations with similar functions and tasks; reducing the number of non-professional staff at ward, commune, block, hamlet, village, and hamlet levels...
Concluding the conference, Comrade Pham Minh Chinh - Politburo member, Head of the Central Organizing Committee emphasized a number of key tasks in the second quarter of 2018; in which he requested sectors and localities to continue implementing Resolution 4 of the Central Committee (term XI, term XII); Resolution 6 of the Central Committee (term XII) and Resolution No. 39 of the Politburo.
The Head of the Central Organizing Committee said: The implementation of the Central Resolution 6 (12th tenure) related to the organizational apparatus is a difficult and sensitive task. Sectors and localities need to adhere to the guiding spirit of the Resolution, be determined to do what is clear; do boldly what is not bound by regulations or has regulations that are not suitable to reality, supplement and perfect as you go, do not be perfectionist, do not be hasty.
In addition, sectors and localities need to pay attention to reviewing and inspecting the promotion and appointment of officials that do not follow procedures or meet standards, proactively recall and review personal responsibilities to tighten discipline in personnel work.
Head of the Central Organization Committee Pham Minh Chinh also emphasized the work of political and ideological education among cadres and party members, overcoming weaknesses in cadres, such as bureaucracy, distance from the masses, individualism, and group interests in cadre work. Sectors and localities need to proactively select cadres to replace those retiring in the coming time, and at the same time prepare cadres for the new term, ensuring succession and development.

After the online conference of the Central Organizing Committee, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, informed the Organizing Committees of District, City, Town Party Committees and affiliated Party Committees to fully absorb and implement the direction of the Head of the Central Organizing Committee at the conference; at the same time, affirmed that the reorganization of the apparatus and streamlining of staff is a task that must be determinedly done and accomplished.
Accordingly, localities and units need to have specific methods and solutions; must redesign the staffing levels in agencies and units, thereby building a roadmap for streamlining; at the same time, pay attention to doing a good job of ideological work, first of all the heads of agencies and units.
The Provincial Party Secretary also noted that when merging organizations, agencies, and focal points, it is necessary to be careful in arranging heads for new agencies and organizations after the merger; and be careful in merging commune-level administrative units.
The Provincial Party Secretary also requested that sectors and districts support the merger of project management boards, ensuring that each sector and each district has only one project management board, moving forward to only a few large sectors such as Agriculture & Rural Development, Transport & Communications having one project management board; and the remaining departments and sectors will have a common management board under the Provincial People's Committee...
