Prospects from Vinh - Cua Lo traffic project
(Baonghean) - The Vinh - Cua Lo connecting road project (phase 1) plays a very important role and significance in the development of Vinh city, Nghi Loc district and Cua Lo town in general and Nghe An province in particular.
The Vinh - Cua Lo road project (phase 1) is a key project of great significance in forming an architectural space axis, creating a basis for attracting investment, promoting socio-economic development of the whole region, and making an important contribution to the implementation of the project to develop Vinh city by 2020 into an economic - cultural center of the North Central region. Realizing the importance of the route, people in some localities have agreed to hand over the land for the project.

The driving force for economic development
The Vinh - Cua Lo road construction project (phase 1) has a total length of 10.832 km, starting at Km0+00 intersection with Truong Van Linh Street, Vinh City, and ending at Km10+832 intersection with Binh Minh Street, Cua Lo Town. The route passes through Vinh City (3.4 km), Nghi Loc District (4.8 km) and Cua Lo Town (2.632 km). The investment in the construction of the Vinh - Cua Lo road (phase 1) will be completed early, creating a continuous connection between the traffic axes. From there, opening a new direction of development from urban to sea and vice versa. More importantly, it is this connection that allows Vinh City and neighboring localities to call for investment, effectively exploit the land potential in the Eastern region, and build this area into a bustling urban area in the future...
Resolution 26-NQ/TW of the Politburo clearly states that Vinh city - a class I urban area, the core of the urbanization process and the driving force for socio-economic development of Nghe An province and the North Central economic region, Vinh city must build its position as the center of the North Central region in terms of finance, trade, tourism, science - technology, information technology, high-tech industry, health, culture, sports, education - training and be an important traffic hub of the whole region. The development goal for Vinh city must be placed in a spatial relationship with Cua Lo town, becoming a modern, civilized and prosperous city. One of the proposed development directions is to build Vinh city and Cua Lo town into a commercial center of the North Central region with the function of a hub for export, import, gathering, distribution and transportation of goods and services.

Due to the importance of the route, at the meetings of the Provincial People's Committee on project implementation, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested relevant departments, branches and localities to focus on completing the project. The Vinh - Cua Lo road project (phase 1) is implemented with the Government's bond capital for the period 2017-2020, in the form of medium-term investment, but the goal set by the Provincial Party Committee and the Provincial People's Committee is to quickly complete and open this route by the end of 2018.
The Vinh - Cua Lo road project (phase 1) plays a very important role and significance in the development of Vinh city, Nghi Loc district and Cua Lo town in general and Nghe An province in particular. In that common benefit, it is impossible to separate the benefits that the people themselves will enjoy when the project is completed. Therefore, many people have the right awareness and have consensus with the State to soon hand over the site, speeding up the project progress.

Vinh - Cua Lo boulevard to open soon
(Baonghean.vn) - That was the direction of Vice Chairman of the Provincial People's Committee Huynh Thanh Dien at the meeting on implementing the Vinh - Cua Lo road project (phase 1) on the morning of December 27.
The pioneers
To speed up the project progress and put the route into operation soon, the Department of Transport, the People's Committee of Vinh city, Nghi Loc district, Cua Lo town and related departments and agencies are actively involved in removing difficulties, focusing on site clearance and construction. Up to now, the construction route through Cua Lo town and some sections through Nghi Loc district has been cleared, basically ensuring the progress requirements. And during the implementation process, many households agreed and sacrificed their personal interests for the common goal.
Having turned 70, for Mr. Nguyen Van Hong in Nghi Duc commune, Vinh city, having to leave the land he has been attached to for many years is something he never thought of. However, when the State had a policy to open a traffic route connecting Vinh city to Cua Lo town, as one of the households subject to relocation, for the common good, his family pioneered in the counting work to soon move to a new place. Mr. Hong shared: The road opening will contribute to socio-economic development, so we are very sympathetic. We know that moving houses and living habits is not easy, but for the common good, creating an urban landscape, my family created conditions for commune and city officials to count and come up with a resettlement plan.

As for Mr. Pham Van Ngai in Xuan My hamlet, Nghi Duc commune, Vinh city, he has nearly 1,900 square meters of land, the part of his land affected by the project is 200 square meters. Although the compensation plan of Vinh city is slow to be implemented, his family has not received compensation yet, but he still voluntarily cut down the perennial trees planted on the reclaimed land to hand over the project construction site, use the site to build a camp as a place to eat and rest during the construction process, participate in supporting workers and engineers whenever they need...
Similarly, Mr. Pham Van Hao - Head of Hamlet 19, Nghi Phong Commune, Nghi Loc District, is the pioneer of the hamlet and one of the households who accepted to relocate and demolish their houses before handing over the land in the resettlement area to hand over the site to the construction unit. Not only was he a pioneer, he also propagated and encouraged other affected households to support the project, demolish their houses, hand over the site to the construction unit; supported Mr. Pham Van Tho and the hamlet to borrow money to rebuild their houses, and mobilized them to demolish their houses to hand over the site to the construction unit. Thanks to Mr. Hao's drastic participation, up to now, the section through Hamlet 19, Nghi Phong Commune, Nghi Loc District, the site has basically been handed over to the construction unit.
We arrived when Mr. Pham Van Tho's family was busy with the construction of a new house, cleaning up and dismantling items from the old house to hand over the site to the construction unit. Mr. Tho said that the new house would take more than 3 months to move in, the compensation fund had not been received yet, only the support fund for building a temporary house had been received, but we happily agreed with the Project Management Board and the construction unit to dismantle the house, accept temporary accommodation, and create conditions for the State to construct the road.

It is known that, in order to create conditions for people who are subject to relocation and resettlement when the land in the resettlement area has not been handed over, Nghi Loc District People's Committee has applied a mechanism to support the construction of temporary houses, depending on the works of the affected people within a radius of 9m. For the common good of the people, the State cares and accompanies the people, so currently there are some people who have not received compensation and support, but still agree to hand over the land, especially in Nghi Loc district.
By implementing the project, the people are the direct beneficiaries, trading, doing business for themselves and their families will certainly be more convenient than before, production and exchange of goods will be easier. Not to mention, in reality, in the projects implemented in the area, the affected households will have their entire houses relocated and the State will build a new resettlement area, including infrastructure such as drainage, electricity, and better traffic than the old place.
That is what the insiders felt even though the project was not completed. Mr. Pham Van Hao - the pioneer in dismantling the construction to make way for the project shared: Although it is a dirt road, in the sections that have been cleared and laid, the appearance here has changed. I am sure that when the road is completed, life will inevitably be more stable than it is now, because the land here is currently only suitable for growing rice, crops are not sustainable, and growing other crops does not bring high income. Therefore, early agreement with the State will create conditions for people to soon access development drivers to increase income and improve their lives.
