Among the 31 units that confirmed incorrect teaching hours for professor and associate professor candidates in 2017, there were many medical schools.

On the afternoon of April 5, the Ministry of Education and Training issued a document requesting to rectify and enhance the responsibility of universities and academies in inviting guest lecturers, managing and evaluating the quality of guest lecturer activities.

The official dispatch sent to higher education institutions, the Department of Schools (Ministry of National Defense), and the Department of Training (Ministry of Public Security) clearly stated that,The results of the 2017 examination of candidate profiles for professors and associate professors showed that errors mainly lay in three stages.

Firstly, the candidate's profile declaration is inaccurate and lacks specific evidence. Secondly, the university does not confirm the information declared by the candidate closely. Thirdly, the university's professor title councils and the industry/interdisciplinary professor title councils do not carefully evaluate the candidate's profile..

31 units that confirmed inaccurate records were named. These include the Military Medical Academy, Hanoi Medical University, Ho Chi Minh City University of Medicine and Pharmacy, Hanoi Pedagogical University, Vietnam Military History Institute... The units were required to organize a review, handle the collective and individual who caused the errors, and report the results to the Ministry before April 30.

The Ministry of Education requires training institutions to rectify the process of inviting guest lecturers, managing, evaluating, and confirming the quality of lecturers' activities. Archiving guest lecturer recordsalso reminded to ensure compliance.

"It is necessary to publicize the number and list of cadres, civil servants, and public employees participating in annual guest lecturer activities on the training institution's website," the document stated.

Also on the afternoon of April 5, the State Council for Professor Titles sent a document requesting that councils at all levels learn from mistakes in the recognition of meeting the standards for the titles of professor and associate professor in 2017.

On February 2, the State Council for Professor Titles announced a list of 1,226 candidates meeting the standards for professors and associate professors in 2017. The number of people meeting the standards is 1.7 times higher than in 2016 and 2.3 times higher than in 2015, causing public opinion to doubt the quality of candidates in the "sweep train" before the new standards were set.

On February 8, the Prime Minister requested the Minister of Education and Training - Chairman of the State Council for Professor Titles - to carefully review and ensure the quality of the recognition of professors and associate professors in 2017.

On March 6, the State Council for Professor Titles announced the decision of the Minister of Education and Training, the Chairman of the Council recognized 1,131 people who met the standards for the title of professor and associate professor in 2017. One person withdrew, the remaining 94 people, including many officials, were verified by the Inspectorate of the Ministry of Education.

As a result, 41 people were not qualified for recognition and some cases withdrew. Thus, after the 2017 candidate profile review, the country has 83 more professors and 1,101 associate professors.
