"If the apparatus is cumbersome and inefficient, streamlining is a must."

“Researching and innovating the organizational model and operation methods of the Vietnam Fatherland Front and socio-political organizations is extremely urgent and cannot be delayed any longer in the current situation,” emphasized Mr. Nguyen Viet Chuc, former Deputy Head of the National Assembly's Committee on Culture, Education, Youth and Children.

Regarding the four proposed plans to innovate the organizational model and operation methods of the Vietnam Fatherland Front and socio-political organizations in the research topic of the Central Organizing Committee, Mr. Nguyen Viet Chuc said that innovation in the organizational model and operation methods of the Vietnam Fatherland Front and socio-political organizations has been shown in many documents of the Party, the State and the Vietnam Fatherland Front as an objective requirement of national innovation.

“It is objective because the renovation process is posing many political, economic, cultural and social issues. An important socio-political organization like the Front cannot help but innovate its organizational and operational methods to meet the new situation. In particular, the task of supervision and criticism, as a new and timely requirement in the current period, is posing a requirement for innovation in organization and operational methods,” said Mr. Chuc.

Streamlining the apparatus must be a mandatory requirement.

Mr. Nguyen Viet Chuc said that the Central Organizing Committee has been very innovative, thoroughly grasping the spirit of the Central Resolution 6. Innovation strengthens the role of the Front, not diminishing it. Strengthening how? Not by making it more numerous, but more effective. Not only talking about the Front, but also talking about the system of political and social organizations.

“This is a scientific topic, not a project. Scientific topics give people the right to raise very new issues. Scientific topics that only talk about old things are not scientific topics. I see the spirit of the Central Organizing Committee is to innovate the mass organization systems, to make them more effective, without duplication or overlap,” Mr. Chuc commented.

Regarding the proposal to merge 5 socio-political organizations into the Front, Mr. Nguyen Viet Chuc said, "If we immediately say that the proposal is reasonable, it will certainly be opposed. But I think it is also necessary to evaluate what our socio-political organizations do, is it substantial, has the Union effectively focused all the youth? If we merge, we must also ask the question of whether it can prevent overlap?"

According to Mr. Chuc, innovating the organizational model and operating methods of the Vietnam Fatherland Front and socio-political organizations is a big task, which may be difficult to solve within the framework of a scientific conference, but all sectors and levels must thoroughly grasp the spirit of Resolution 6 of the Central Committee on streamlining the apparatus.

“Simplifying the apparatus must be a mandatory requirement, it must be so, otherwise it cannot be innovated, there is not enough budget to support cumbersome and ineffective apparatuses. Therefore, the spirit of the Central Resolution 6 must be thoroughly understood by all agencies and sectors. Streamlining the apparatus, improving the quality of the staff, not eliminating this or that. The goal is to make the apparatus smoother and operate more effectively,” said Mr. Chuc.

The Front is not a "bag" for weak and redundant cadres.

Organizational innovation must be based on enhancing the role and position of the Front, streamlining the apparatus towards higher quality cadres, more trustworthy with the Party but must have higher prestige with the people. Thus, the Front is not a place to receive weak people when performing tasks in other Party agencies, organizations, or who are past the age of working in State agencies, not "movement men and women" who do nothing but campaign, but must be people with good professional capacity, good ethics and especially must have prestige with the people where they live.

“If we innovate without paying attention to the quality of Front cadres in this direction, it will not be successful. Organizational innovation must first examine whether the selection and appointment process of Front cadres follows this spirit. Many localities select good managers to work for the Front, both to make the Front work effective and to create a place for cadres to be creative and develop, and then put them up for election, which is practical for cadres and the apparatus in the new situation.

“The current condition is that every organization and agency must have clear functions and tasks, and complete tasks according to their functions and tasks. The impact and support must be in different ways, promoting the strengths of each agency and organization, enhancing their position and role to ensure the good implementation of their functions and tasks. Do not encroach, overlap, or get in each other's way, which will not be very effective,” Mr. Chuc emphasized.

However, Mr. Chuc also said that innovation in the organizational model and operation methods of the Vietnam Fatherland Front and socio-political organizations is extremely necessary, especially in the current situation. This is a big issue that needs to be discussed carefully and listened to with a spirit of openness, paying great attention to theory and practice. It must be done carefully, step by step, with extensive verification and summary, transparently in all sectors and at all levels, contributing to sustainable socio-economic development, meeting Vietnam's integration needs in the region and the world./.
