Nghe An "orders" experts to answer 3 questions about administrative reform

(Baonghean.vn) - At the administrative reform workshop aiming to improve the business environment and attract investment in Nghe An province held on the morning of April 17 with the participation of the Embassy of the Kingdom of Belgium, representative of the RALG Project, comrade Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the People's Committee of Nghe An province raised 3 key issues in administrative reform of Nghe An that need to be answered by experts.

The three questions raised by the Standing Vice Chairman of the Provincial People's Committee, Le Xuan Dai, are: first, regarding administrative procedure reform, what bottlenecks does Nghe An have and how should they be resolved? Because according to comrade Le Xuan Dai, Nghe An does not just stop with the current results of administrative reform but always strives for the goal of building a transparent government, and must further meet the expectations of investors, businesses and people. The second issue is that the Resolution of the 12th Central Committee, Session 6, is requiring strong reform of the administrative apparatus, so do experts and businesses have any specific recommendations for the province to streamline and increase the efficiency of the administrative apparatus? And the third issue is what does Nghe An need to do to apply e-government, because this is a tool to help effectively reform the operation, administration and provision of administrative services for Nghe An province?

The 3 questions of comrade Le Xuan Dai - Standing Vice Chairman of Nghe An Provincial People's Committee have also been the concern of Nghe An provincial leaders for many years and also the concern of many experts and businesses. Because in recent years, Nghe An has made many efforts and attempts in administrative reform but the province has not had a strong breakthrough. The Provincial Governance and Public Administration Performance Index (PAPI) in recent years shows that Nghe An is in the group with average scores, even in the low average group in 2013 and 2016. Most of the indicators tend to decrease in the period 2011 - 2015.

Regarding the PCI index ranking, Nghe An rose to 21st place in 2017 but 4 indexes have not improved, even decreased such as: Market entry, transparency, fair competition and legal institutions./.
