April 24, 2018 is the last day for mobile users to add subscriber information and register their own SIM. After this time, non-registered subscribers will be locked in accordance with Decree 49.
Why do many people not have their own SIM?

In addition, there are some cases of buying SIMs from the previous owner, transferring them themselves but not changing the information.
According to regulations, each ID card can only register a maximum of 13 main subscriber numbers, limited to each type of SIM. This includes a maximum of 3 prepaid SIMs and 10 postpaid SIMs.
Previously, agents often sold pre-activated SIM cards with incorrect subscriber information. Since the Ministry of Information and Communications tightened the management of pre-activated SIM cards, this phenomenon has decreased significantly. However, in some places, there is still a situation where agents mobilize student ID cards to register for pre-activated SIM cards.
Bad habits of users have unintentionally caused difficulties for management, directly affecting the interests of mobile subscriber owners. Therefore, the Prime Minister issued Decree 49/2017/ND-CP to detail and guide the implementation of a number of articles of the Telecommunications Law, regulating administrative sanctions in the fields of post, telecommunications, IT and radio frequencies.
An important content of Decree 49 is to tighten the management of prepaid mobile subscribers, including regulations on registering subscribers under their own name. After 12 months from the effective date of Decree 49, network operators must ensure that all subscriber information in the database is in accordance with regulations. Therefore, April 24, 2018 is the last day for subscribers to add subscriber information and register their own SIM.
How to register a SIM card?
To check if your SIM is registered or not, users need to text TTTB to 1414. This syntax is valid for all mobile networks.
In case the returned result does not match the personal information, the subscriber needs to go to the network operator's transaction points to register the SIM card.
During that process, users need to bring all documents including original ID card and 1 photocopy (no notarization required).

In addition, users will have to provide 5 phone numbers that have frequently called or texted in the last 30 days. In addition, the network operator may also request information on the most recent recharge card value, remaining balance in the account... to accurately authenticate the subscriber.
During this process, the original account on the SIM after registration will be retained, however the promotional account will not be retained.
