Network operators extend deadline for updating subscriber photos
According to the Telecommunications Department, April 24 is not a deadline for subscribers but the deadline for network operators to be responsible to the management agency for updating information.
After many days of continuous overload on all channels, Vinaphone and MobiFone have just announced an extension for information updates.with subscribers.
VinaPhone announced an extension to May 15, instead of April 24. In addition to transaction points, applications and fanpages, VinaPhone has also recently opened additional online channels so that customers can supplement their subscriber information via the web and email.

MobiFone and Viettel also have similar announcements, but do not specify a specific deadline like VinaPhone.
The representative of the largest network operator in the market, Viettel, said that they are still trying to implement solutions to update full information to subscribers on time by increasing transaction points, online support channels, and call centers. On the last two days of the week, this unit also mobilized about 500 employees to provinces and cities to support the system.
Some carriers have also added priority counters specifically for the elderly, pregnant women and people with disabilities.
However, the carriers added that the extension means they will continue to support information updates, and whether subscribers will be cut off from communication or not will have to wait for instructions and directions from the Ministry of Information and Communications after April 24.
SIM locking process for subscribers who have not updated information, according to Decree 49
- The network operator continuously requests subscribers to update information for at least 5 days, at least once a day.
- After 15 days from the first day of sending the notice, if the subscriber does not comply with the request, one-way lock will be applied. At the same time, the network operator will issue a notice that two-way lock will be applied after the next 15 days if not complied with.
- After 15 days from this date, nThe new network is allowed to lock in both directions. At the same time, outNotice of contract termination, termination of telecommunications service provision after the next 30 days if not performed.
- Finally, after 30 days from the date of non-implementation of the two-way lock, the network operator is allowed to terminate the contract.
The leader of the Department of Telecommunications affirmed,April 24 is not the deadline for network operators to cut off contact with subscribers who have not updated their personal information.Instead, he said, this is the time when the network operator must be responsible to the management agency for standardizing subscriber information data according to Decree 49. After that time, the management agency can check the network operator's data, if the units have not fully updated, they can be punished.
Thus, whether the network operator cuts off the subscriber's connection or not depends on how the business informs the customer.Because if the network operator does not notify the subscriber according to Decree 49, the business is violating the law.
The Department's leaders also emphasized the need toThe network cannot block communication.surprise but must follow the correct procedure.
"Unless the network operator notifies the customer many times according to the schedule in the decree but the subscriber still does not re-register the information, then they have the right to block or cut off. If they have never notified the customer according to the decree or the customer has cooperated to a certain extent, then they do not have the right to cut off, then the business must take responsibility," he said.
The representative of the Telecommunications Department also said that the implementation of Decree 49 is not urgent. This document was issued a year ago, the management agency has also held many meetings and issued documents guiding the implementation. The network operators should have divided into groups to notify customers. However, for almost a year, the network operators have done nothing but only sent messages to subscribers close to the date, causing the update to be overloaded.
"Therefore, network operators must be responsible for creating maximum conditions for people, arranging more points, service staff...", he said.
The decree issued in April 2017 also clearly stipulates that telecommunications enterprises have 12 months to standardize all subscriber data before being fined if they are found to have incorrect subscriber information.
Telecommunications companies that provide incorrect subscriber information will be fined VND1 million per number. However, the total fine will not exceed VND200 million.
According to the recordOn the morning of April 23, at many transaction points in Hanoi and Ho Chi Minh City, there were still many people coming to register subscriber information.
However, many people do not receive notification messages from the network operator.to update procedures. This situation causes more congestion at transaction points. Representatives of network operators all confirmed that only subscribers who receive notification messages need to go to stores or access online channels to update or supplement information.
