The festival is a cultural and spiritual activity of the Muong Qua region in the two communes of Mon Son and Luc Da, Con Cuong district. The festival is associated with the establishment of the first Party cell in Western Nghe An in April 1931 with Mr. Vi Van Khang as Secretary. The cell contributed significantly to the Nghe Tinh Soviet movement and the 1930-1931 revolutionary climax in the mountainous region of Nghe An nearly 90 years ago.

Since 1995, the Mon Son - Luc Da festival has been officially restored based on the rituals in the ancient traditional cultural activities of the indigenous people.
