From June 21, one-stop department must install surveillance cameras

Decree 61 of the Government, effective from June 21, stipulates that one-stop departments handling administrative procedures must install surveillance cameras.

Decree No. 61/2018/ND-CP on implementing the one-stop shop and inter-connected one-stop shop mechanism in handling administrative procedures. The Decree takes effect from June 21, 2018.

According to the provisions of the Decree, at the one-stop department, arrange an area to provide information and administrative procedures; the reception and result return area is divided into counters corresponding to each different field; arrange enough waiting chairs, writing desks, computers with internet connection for organizations and individuals to come to transact and perform online public services; install cameras to monitor the entire working area of ​​the one-stop department connected to the superior state agencies and the entire system; arrange an area to place equipment: automatic number taking machines connected to the electronic one-stop information system...

The Decree also stipulates that cadres, civil servants and public employees assigned to guide, receive dossiers, resolve and return results of administrative procedure settlement under the one-stop and inter-connected one-stop mechanism at the headquarters of the one-stop department and at the competent authority must not commit the following acts: Abuse of authority, harassment, causing trouble and difficulties for organizations and individuals performing administrative procedures; Obstructing organizations and individuals from choosing the form of submitting dossiers, receiving and returning results of administrative procedure settlement according to the provisions of law.

Acts of illegally obstructing or preventing the process of transmitting, sending, and receiving electronic data; illegally changing, deleting, destroying, falsifying, copying, or moving part or all of the data content of administrative procedures; disclosing information about records, documents, and information related to the secrets of organizations and individuals or using such information for personal gain... are also prohibited acts stipulated in this Decree.

In addition, the provisions of Decree 61 clearly state that organizations and individuals can submit documents and receive results of administrative procedure settlement through the methods prescribed in legal documents regulating administrative procedures, including: Directly at the one-stop department; Through public postal services as prescribed by the Prime Minister, through hiring services from enterprises, individuals or through authorization as prescribed by law; Online at the public service portal at the ministerial and provincial levels.
