(Baonghean.vn) - On the afternoon of May 2, National Assembly delegates: Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee; Nguyen Thi Thao - doctor of Tay Bac General Hospital; Moong Van Tinh - official of Que Phong District Youth Union met with voters in the commune clusters: Chau Thang, Chau Tien, Chau Binh, Chau Thuan in Chau Tien commune, Quy Chau district.

After listening to the National Assembly deputies' reports on the time and expected content of the 5th session of the 14th National Assembly, voters raised many issues of concern.

Voter Tran Van Hoang (Chau Tien commune) reported that recently, in the two communes of Chau Thang and Chau Tien, there has been a project to build Nam Pong 2 hydropower plant on Hieu river, causing many concerns for the people, because of the possible impacts from hydropower such as: climate change, river flow, landslides...

Therefore, voters suggest that all levels, departments and sectors need to closely and specifically evaluate the positive and feasibility of hydropower projects as well as the negative impacts on people's lives.

This voter also suggested tightening and seriously handling violations of the Traffic Safety Law, avoiding the situation where handling is still general and heavily based on civil agreements, in order to raise people's awareness when participating.

Voter Vi Dai Thang (Chau Binh commune) reflected that the work of cadres in mountainous districts is facing many difficulties. With a large mountainous area, sparse population, many jobs but low allowances, the situation of part-time cadres not being enthusiastic about their work, leading to many quitting their jobs and going to work at private companies.

This has caused many difficulties for localities in perfecting their personnel work, as well as affecting the development of party members. Therefore, voters suggested that all levels and sectors should have specific solutions to help mountainous localities stabilize the situation soon and focus on socio-economic development.

Voters also mentioned the regime and policies in the safety zones (ATK). Voters said that since 2015, investment in ATKs has tended to decrease, while according to the Party and State's policy, the lives of people in ATKs must be constantly improved. Therefore, voters suggested paying attention to developing infrastructure and improving the lives of people in ATKs according to the set roadmap.

At the conference, some voters expressed concerns about the State's policy of providing seeds and seedlings to support the poor, which still has many shortcomings. Many seeds and seedlings are not suitable for local soil conditions, leading to poor growth and many diseases. Voters suggested that financial support should be provided so that people can buy suitable seeds themselves.

Voters also mentioned a number of issues such as: considering the age of social protection for the elderly; allowance for the position of deputy chief of commune police; regimes and policies for militia and self-defense forces; assessing the criteria for poor households that are still different and inappropriate...

At the conference, on behalf of the National Assembly delegation, Mr. Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission thanked voters for their sincere contributions, and directly explained issues of concern to voters.

Noting the painful situation when part-time cadres quit their jobs to work outside the country, the Party Central Committee Secretary affirmed that he would report it to the Government. In addition, he added that the allowance regime for part-time cadres is part of the overall salary reform policy. In the near future, the Government will resolutely allocate salary funds. Accordingly, the "budget cake" will be controlled.

“If we recruit a lot, we have to “split a lot, and vice versa” - said the Party Central Committee Secretary. Therefore, one of the effective solutions is that in personnel work, the government and localities need to select talented people to hold many positions.

Regarding the criteria for considering poor households, Party Central Committee Secretary Phan Dinh Trac said that at the parliament, the provincial National Assembly delegation had repeatedly mentioned and questioned the Minister of Labor, War Invalids and Social Affairs to review the criteria when considering poor households.

Accordingly, the Party Central Committee Secretary requested that when carrying out the evaluation of criteria, if any unreasonable findings are found, specialized agencies must promptly respond and make recommendations so that ministries and branches at all levels can rectify the evaluation method.

At the end of the conference, Mr. Phan Dinh Trac acknowledged the opinions of voters of Quy Chau district and promised to submit them to the National Assembly Standing Committee in the next session; at the same time, he requested the leaders, authorities and people of Quy Chau to take care of developing economic life, striving to become a well-off district of the province.
