Mr. Nghia criticized the Department for delaying the appointment of two vacant Deputy Director positions in the past two years. He said that poor Party building work led to confusion in the Department's personnel organization process.

“Party work is personnel work, because of poor Party work, the process of appointing the Deputy Director of the Department has not been completed, leading to internal disunity. The report shows that the Director of the Department of Planning and Investment is almost a 'monoculture'.

Mr. Truong Quang Nghia said that there is a paradox that there are currently 5 candidates applying for the position of Deputy Director, but the Department is still confused.

“A department with many qualified candidates running for election should be a happy thing, but if we don’t do it well, it becomes chaotic. Because of the confusion, even imposing personal will, the Department of Planning and Investment cannot choose a leader.

In addition, for a long time now, the appointment of officials has been flawed as it is only decided by the Organizing Committee but not through the Committee's Executive Committee," Mr. Nghia said.

The Secretary of Da Nang proposed that in the coming time, the Department and relevant agencies quickly organize exams and appoint vacant positions.

Also at the Department of Planning and Investment of Da Nang, recently, up to 17 talented people under Project 922 (a project to train university-level staff at domestic and foreign educational institutions using the state budget) have resigned one after another.

The Secretary of Da Nang said that with a problematic and chaotic working environment, it is understandable that these talented people leave.

“This is also the responsibility of the Standing Committee and the Standing Committee of the City Party Committee. In addition, it is also necessary to review the fact that departments have directors who are not Party Secretaries, leading to Party work and personnel work not receiving due attention,” Mr. Nghia said.

Previously, the Da Nang City Party Committee issued a plan to assign the Department of Home Affairs to announce the recruitment of two positions of Deputy Director of the Department of Planning and Investment, including one person in charge of basic construction and one person in charge of foreign economic affairs, planning, and scheduling.
