Provincial Party Secretary: Streamlining staff is absolutely not a "liquidation" of cadres

Online conference with the participation of 21 districts, cities and towns at the bridge points.
Implementing Resolution 6 of the Central Committee (12th tenure), the Provincial Party Standing Committee issued Plan No. 111/KH-TU, which identified 43 tasks to be done immediately, 6 pilot tasks and 12 tasks according to the Central Committee's instructions.
The Provincial Party Committee has also selected 12 pilot units, including 8 provincial departments, boards, and organizations and 4 districts, cities, and towns. Up to now, 6/43 urgent tasks have been implemented on schedule and 5 tasks are behind schedule.
Localities, agencies and units have proactively developed implementation plans. Particularly, the 12 units selected for the pilot have developed projects with specific plans and roadmaps for implementing the tasks.
Some localities such as Vinh City, Thanh Chuong District, Anh Son, and Tuong Duong have implemented the shared office at the commune level. Anh Son District has also implemented the policy of arranging the Head of the District Party Committee's Propaganda Department to also be the Director of the District Political Training Center...

At the conference, many opinions also raised some concerns and difficulties in the process of implementing Resolution 6 of the Central Committee. Deputy Director of the Department of Labor, War Invalids and Social Affairs Dang Cao Thang raised concerns: Currently, there are two vocational schools, one under the Department and one under the localities. However, the assignment of responsibility for developing a project to arrange these vocational schools is not clear, whether the Department is in charge and the localities are in coordination or vice versa is not clear.
As for Cua Lo City Party Secretary Nguyen Nam Dinh, he said that when implementing the policy that the Head of the Organizing Committee is also the Head of the Internal Affairs Department and the Head of the Inspection Committee is also the Chief Inspector, is this establishment under the Party or the State?
Deputy Director of the Department of Agriculture and Rural Development Nguyen Van Lap said that the biggest difficulty in arranging and merging agricultural extension stations, livestock - veterinary stations, and crop - plant protection stations into one district-level unit is the excess of leaders and the number of unskilled officials and workers such as accountants, cashiers, administrators, etc., so a specific plan is needed.

Speaking at the conference, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation commended a number of units and localities that have resolutely implemented Resolution 6 of the Central Committee with specific results.
However, besides that, many units and localities lack the spirit of attack and are not really proactive, the content is not specific, and they have not reviewed and researched carefully to come up with detailed implementation plans.
The Provincial Party Secretary affirmed that the reorganization of the apparatus and streamlining of staff is a major and important policy that has been specified by the Central Government through a Resolution, so units and localities need to set out their determination and closely follow Plan No. 111/KH-TU and Project No. 09/DA-TU for implementation. Each unit and locality is required to develop a specific project, clearly designing the apparatus, functions, tasks; staff, civil servants, public employees, ensuring facilities and financial mechanisms.

In addition to the general project of each unit and locality, places that require the arrangement and merger of organizational apparatus must also develop a separate project for the new organizational apparatus. The Provincial Party Secretary also noted that the process of arrangement and merger of organizational apparatus, the streamlining of staff, absolutely must not be carried out mechanically, with the nature of "liquidating" cadres, civil servants, public employees, and workers, but must be carried out according to the principle: People who retire or change jobs will not be recruited, and those who volunteer to retire will have policies to encourage and create conditions to gradually resolve the staffing.
Regarding the heads of units before the merger, the Provincial Party Secretary directed that it should be implemented democratically and publicly according to standards. Those with higher standards will be arranged as heads and those with deputy heads will be gradually reduced until the Party Congress for the 2020-2025 term will be rearranged according to regulations.

Regarding the plan to handle contract workers in merged units, comrade Nguyen Dac Vinh directed units and localities to seriously review and have a plan to handle them in accordance with the prescribed principles, in which it is necessary to pay attention to those workers who have capacity, good expertise, and good qualities, and proactively design a public and transparent policy to make the recruitment and arrangement process reasonable.
Comrade Nguyen Dac Vinh also directed localities to study, survey, evaluate carefully and proceed cautiously with the issue of merging communes and hamlets, associated with budget allocation. The Provincial Party Secretary also directed units and localities to self-examine and review all personnel work from 2012 to present.
“This is the last chance for leaders and heads of units and localities to proactively detect cases of recruitment and appointment that are not in accordance with regulations in order to self-examine and correct them. If after the reporting deadline (June 30, 2018) superiors discover cases of recruitment and appointment that are incorrect, not only will they have to deal with the cadres, but they will also have to deal with the responsibilities of the organization and the leader there,” emphasized comrade Nguyen Dac Vinh.
