The project "Focusing on building a team of cadres at all levels, especially at the strategic level, with sufficient capacity, qualities and prestige to match the tasks" is one of the important contents that will be discussed and decided at the 7th Central Executive Committee meeting opening early next week.
Preparing personnel for the transition period

Furthermore, the coming time is a period of generational transition between the generation of trained and mature cadres, to the generation of cadres born and raised in peace and trained from many different sources and countries, posing new requirements for cadre work and cadre team building.
“In that situation, the 7th Central Conference will discuss and decide on the issuance of a Resolution on personnel work to strongly innovate personnel work, focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige equal to the task,” said Mr. Hung.
This project proposes new, more synchronous and comprehensive viewpoints to continue to strongly innovate personnel work, build and strictly manage the staff team until 2030 and vision to 2045 with goals for each stage, for each specific subject and have synchronous and effective solutions for implementation.
The consistent and overarching content of the project is to continue to strongly and synchronously innovate personnel work, ensuring democracy, publicity, transparency, impartiality and objectivity.
Along with that is standardization, tightening discipline, and creating mechanisms, environments, and conditions to encourage innovation and creativity to serve development and protect cadres who dare to think, dare to do, and dare to make breakthroughs for the common good.
In addition, the project also emphasizes strengthening power control, stopping negativity, and thoroughly combating the abuse of power and positions.and push back the state of degradation, self-evolution, and self-transformation among cadres and party members.
“Building a contingent of cadres, especially at the strategic level, Party secretaries and leaders at all levels, with sufficient qualities, capacity and prestige; having strong political will; steadfast in the goals and ideals of national independence and socialism; knowing how to contribute and dare to sacrifice for the revolutionary cause of the Party, meeting the requirements and tasks of the new period,” Mr. Hung emphasized.
Consider buying positions and power as corruption
The project also proposes a series of effective and synchronous solutions such as innovating the work of evaluating cadres in the direction of being consistent, continuous, multi-dimensional, based on criteria, by products, through surveys, publicizing results and having comparisons; linking individual evaluation with collective and task performance results of localities, agencies and units.
