Need to create equality between contract and permanent workers

(Baonghean.vn) - The issue was raised at the meeting of the Standing Committee of the Provincial People's Council with Nghe An University of Economics on the morning of May 4 under the supervision program on the organization of apparatus, payroll, and contracts in State administrative agencies and public service units.

Nghe An University of Economics currently has 13 faculties, departments and 1 center. Recently, implementing the policy of restructuring the organizational structure, the school merged the Admissions Department into the Training Management Department, and simultaneously dissolved the vehicle parking - environmental sanitation team, and the security team to switch to outsourcing.

Implementing the policy of streamlining the payroll, from 2015 to present, the school has reduced 8 payroll positions from the budget, currently the total number of cadres, civil servants, public employees and workers in the whole school is 192 people, including 72 contract workers.

At the meeting, members of the Standing Supervisory Delegation of the Provincial People's Council raised many issues, of which the most important were the operational efficiency of the current organizational structure and human resources; the orientation of streamlining the school's apparatus and staff; the benefits between staff and labor contracts in the school...

Mr. Tran Dinh Toan - Deputy Head of the Economic - Budget Committee of the Provincial People's Council raised the issue: Nghe An University of Economics is currently an autonomous public service unit, self-financing over 50% of regular expenses, the school needs to have an orientation to move towards 100% financial autonomy, thereby reducing the number of employees - people receiving salaries from the budget.

According to Dr. Duong Xuan Thao - Principal of Nghe An University of Economics, the trend of enrollment is increasingly difficult. If tuition fees are high, it will be difficult to attract students. If they are collected according to State regulations, the school will not have any source to compensate, so from now until 2021, it will be difficult for the school to implement autonomy.

Regarding the organization and staffing, Dr. Duong Xuan Thao said that the current organization is stable and operating effectively. However, if further arrangements are required, the school will continue to merge the Finance Department into the Organization and Administration Department.

Due to the unattractive salary and income regime, the school has difficulty attracting PhDs and highly qualified experts to meet the demand for opening more university majors. This is also the biggest difficulty of the school at present. On the other hand, due to the "hard" approved job positions, the school does not dare to recruit excellent graduates because when recruiting, there must be a job position to arrange and pay the workers.

The Principal of Nghe An University of Economics also said that, out of 192 employees, there were 120 regular employees and 72 contracts. Although the two subjects had the same dedication, and even some of the later contracts had higher quality, according to regulations, contract subjects were not included in the planning source for leaders and managers, which was unreasonable in practice.

The difference between these two subjects is that one side is paid by the State, while the other is paid by the school itself, so it is necessary to create equality between contract workers and the other side in all benefits, including income regime and political benefits. Only then will it be easier to streamline the number of people receiving salaries from the budget.

Concluding the meeting, in addition to acknowledging the school's efforts in carrying out political tasks as well as in streamlining staff, Vice Chairwoman of the Provincial People's Council Cao Thi Hien requested that Nghe An University of Economics continue to review and rearrange the organizational structure according to the principle of streamlining and effective operation.

At the same time, the school also needs to arrange and allocate labor reasonably to reduce the number of people receiving salaries from the budget.

The Vice Chairman of the Provincial People's Council also affirmed that the policy of converting public service units to operate in the form of autonomy is an inevitable trend. Thereby "unleashing" so that units can be completely autonomous in investing in facilities, recruiting workers, etc. Therefore, schools also need to be proactive in having appropriate plans, roadmaps, and steps.
