Reduce at least 45% of health care career staff receiving salaries from the budget

On the morning of May 10, the People's Committee of Nghe An province held a meeting to listen to and give opinions on the draft project to reorganize and restructure the organizational and management system, improve the quality and efficiency of public health service units in Nghe An province. Comrade Le Minh Thong - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired the meeting.

At the meeting, leaders of the health sector presented an overview of the project, tasks, and solutions according to each implementation roadmap.
Specifically: In the period of 2018 - 2021, regarding the organizational apparatus, continue to sharply reduce the number of focal points, at least reduce 10% of public health service units, dissolve ineffective regional polyclinics; Merge 100% of Population and Family Planning Centers into multifunctional District Health Centers; Establish a provincial Center for Disease Prevention and Control on the basis of merging provincial health centers with the same functions; transfer school health functions and tasks to commune, ward and town health stations.

About staffing:Reduce at least 45% of the number of health care workers receiving salaries from the state budget compared to 2015; terminate the number of labor contracts that do not comply with regulations in public health care units, except for those that are financially autonomous.
Financially:From 2019 - 2021, complete the roadmap for calculating medical service prices according to regulations; strive to have 4 hospitals (Traditional Medicine Hospital, Eye Hospital, Do Luong General Hospital, Mental Hospital) self-sufficient in regular expenses; have 2 - 3 District Health Centers self-sufficient in regular expenses for medical examination and treatment.

During the meeting, representatives of departments, branches and sectors contributed many practical ideas to the draft project. Concluding the meeting, comrade Le Minh Thong highly appreciated the early development of the project by the Health sector to implement Plan 111-KH/TU and Project No. 09-DA/TU of the Provincial Party Committee on reorganizing the apparatus, streamlining the payroll and restructuring the team of cadres, civil servants and public employees to improve the effectiveness and efficiency of operations.
The Vice Chairman of the Provincial People's Committee emphasized: This is an important project that needs to be seriously implemented. The structure of the project must ensure compliance with regulations, clear targets and data. Issues such as: legal basis for the functions and tasks of the Centers after the merger; the process of arranging the number of surplus personnel; infrastructure; funding sources for project implementation... must be based on the provisions of the Law, directives and instructions of the Government and the Ministry of Health to ensure the project is built accurately and scientifically.
Comrade Le Minh Thong assigned the Department of Health to continue to carefully review each suggested content and promptly complete the project to submit to the Provincial Party Committee and Provincial People's Committee for approval in the coming time.
