Nghe An Department of Agriculture and Rural Development has streamlined 101 civil servants and public employees.

(Baonghean.vn) - This is the information provided by the Department of Agriculture and Rural Development at a working session with the Provincial People's Council's monitoring delegation on the morning of May 11 in the monitoring program on the organization of apparatus, payroll, and labor contracts in State administrative agencies and public service units in the province.

Currently, the Department of Agriculture and Rural Development has 6 departments, 7 branches and 26 affiliated public service units. Of which, the Department has reduced from 7 to 4 Deputy Directors. "In 2018, 1 Deputy Director of the Department will retire and from 2019, there will be 1 Director and 3 Deputy Directors according to regulations" - Head of the Department of Organization and Personnel, Department of Agriculture and Rural Development Trinh Van Thanh said.

In 2017, the sector's civil servant staff was 568 people and the sector's public employee staff was 934 people. According to Deputy Director of the Department of Agriculture and Rural Development Nguyen Van Lap, the total number of cadres, civil servants and public employees of the sector is currently 1,460/1,502 assigned people.

Currently, 34 units have developed a project to streamline staff and the Department of Agriculture and Rural Development has compiled and reported to the Provincial People's Committee on the project to streamline staff of the entire sector from 2015 - 2021, including 158 people.

In the past 3 years, the industry has streamlined 34 civil servant positions, 67 public employee positions, and transferred 21 positions to self-sufficient regular expenditure units, and recruited 19 attractive contracts into the payroll.

At the meeting, opinions focused on organizing discussions and clarifying the organization of the Department of Agriculture and Rural Development and labor contracts.

Deputy Director of the Department of Agriculture and Rural Development Nguyen Van Lap said that, in accordance with the spirit of Resolution 6 of the 12th Central Committee, the unit is currently calculating to merge livestock and veterinary stations, crop and plant protection stations, and agricultural extension stations into agricultural service centers under the management of district-level People's Committees and to consolidate protective forest management boards. After that, the Department is also calculating to merge some affiliated units at the provincial level.

Many members of the monitoring team expressed their concerns about the merger and transfer of stations: animal husbandry and veterinary; crop cultivation and plant protection; agricultural extension to district level management; as well as the settlement of policies for workers after the transfer.

Regarding this issue, Mr. Nguyen Van Lap added: The general spirit is that district-level localities proactively make plans to merge and establish agricultural service centers, while the Department of Agriculture and Rural Development coordinates.

However, to ensure stability and efficiency, the Department of Agriculture and Rural Development is developing a master plan to propose: name, functions, tasks; current status of labor force, including number of positions, contracts... Then the province approves for district level implementation. The detailed organization such as assignment of tasks at the service center will be carried out by the district level.

At the meeting, the members of the monitoring delegation were very concerned and asked the Department of Agriculture and Rural Development to clarify the reason why the number of self-funded labor contracts of units under the Department of Agriculture and Rural Development was still about 700 people, as well as the dozens of contracts that had been attracted but had not been recruited into the payroll.

Speaking at the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong requested the Department of Agriculture and Rural Development to pay attention to building and implementing the Job Position Project well; especially reviewing and reporting clearly to the Provincial People's Council the situation of contract employee management so that the Provincial People's Council's monitoring delegation and the Department can remove difficulties.

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien acknowledged the achievements of the agricultural sector; at the same time, she pointed out that the Department of Agriculture and Rural Development needs to pay attention to directing the development and approval of the Job Position Project for affiliated units in conjunction with the arrangement, assignment and restructuring of the team of civil servants, public employees and workers.

One issue that Vice Chairwoman of the Provincial People's Council Cao Thi Hien especially noted is that the Department must review, rectify, and arrange in a comprehensive and synchronous manner labor contracts and contracts subject to attraction; especially subjects subject to labor contracts belonging to units preparing for merger and transfer.
