Uphold the spirit of responsibility and well implement the Resolutions of the 7th Central Conference

Resolutely cancel and revoke incorrect decisions on personnel work.
Based on thorough and in-depth discussions on the Project and the Report of the Politburo, the Conference highly agreed to issue the Resolution of the Central Committee on focusing on building a contingent of cadres at all levels, especially at the strategic level, ensuring a continuous and steady transition between generations, capable of leading our country to become a modern industrialized country by 2030 and the vision of becoming a modern industrialized country, following the socialist orientation by 2045.
This Central Resolution has inherited, supplemented and developed the Resolution of the 8th Central Committee on the Cadre Strategy, the resolutions and conclusions of the Central Committee, the Politburo and the Secretariat since then with many important, innovative, feasible and practical contents. In particular, the Central Committee has pointed out: The contingent of cadres, especially strategic-level cadres focused on building in the coming time, must have sufficient qualities, capacity and prestige, meeting the requirements and tasks of the new period - the period of building socialist democracy, a socialist rule-of-law state, developing a socialist-oriented market economy, proactively and actively integrating internationally, adapting to the 4th Industrial Revolution, the digital economy, the knowledge economy and climate change, rising sea levels; maintain political security, order, social safety, protect independence, sovereignty, and territorial integrity in the context of rapid, complicated, and unpredictable developments in the country, region, and world.
The highlight of this Resolution is that the Central Committee requires an objective and accurate method of evaluating cadres; a mechanism to create motivation, innovation, and training through practical experience with many difficulties and major challenges of the cadre team; and promoting solutions to control power, fight against the abuse of power, individualism, localism, and kinship in cadre work; considering this one of the important tasks and solutions to fight against the degeneration of power in the public apparatus, the degradation and degeneration of a part of cadres and party members to consolidate and enhance people's trust in the Party, the State and our regime.
Accordingly, the Central Executive Committee requires the establishment and improvement of institutions to control power and combat the evils of power abuse, nepotism, cronyism, and group interests in personnel work according to the principle that all power must be strictly controlled by mechanisms and authority must be bound to responsibility. Timely and strictly detect and handle organizations and individuals who violate Party discipline and State laws, abuse and take advantage of power to commit wrongdoings in personnel work or assist in the evils of power abuse. Resolutely cancel and revoke incorrect decisions on personnel work, and strictly handle organizations and individuals who violate or commit corruption in personnel work. Specify to effectively implement the mechanism of people knowing, people discussing, people supervising personnel work; expand forms of collecting opinions to assess people's satisfaction with each group of leaders and managers in the political system in an appropriate manner.
Salary must really be the main source of income
The conference unanimously agreed to issue a Resolution on wage policy reform to soon build a scientific, transparent national wage policy system that is suitable to the country's practical situation, meeting the requirements of economic development, creating motivation to liberate production capacity, improve labor productivity and human resource quality; contributing to building a clean, streamlined political system that operates effectively and efficiently; preventing and combating corruption and waste; and achieving social progress and justice.
The Central Committee emphasized that wage policy must be considered a particularly important part of the socio-economic policy system. Wages must truly be the main source of income to ensure the livelihood of wage earners and their families; paying the right wage is an investment in human resource development, creating motivation to improve labor productivity and work efficiency of workers.
Reforming wage policy must be closely linked to administrative reform, innovation, streamlining, improving the effectiveness and efficiency of the organizational apparatus of the political system, public service units and promoting the implementation of innovation and reform projects in other related fields; ensuring comprehensiveness, synchronization, inheriting and promoting advantages, effectively overcoming limitations and shortcomings of the current wage policy; complying with the principle of distribution according to labor and the objective laws of the market economy, taking increased labor productivity and work efficiency as the basis for wage increase; meeting the requirements of international integration; having a roadmap and steps suitable to the socio-economic development conditions and resources of the country.

Towards universal social insurance
The conference agreed that in the coming time, it is necessary to further promote reforms so that Social Insurance can truly become a main pillar of the social security system. Gradually expand and steadily move towards implementing universal social insurance according to a roadmap suitable to the socio-economic development conditions of the country, making an important contribution to the implementation of social progress and equity. Develop a flexible, diverse, multi-layered, modern and internationally integrated social insurance policy system based on the principles of "contribution - enjoyment", "fairness", "equality", "sharing" and "sustainability".
Continue to innovate and improve the system of organization, management and implementation of social insurance policies towards professionalism, modernity and international integration; strengthen the trust, attractiveness and satisfaction of people as well as social insurance participants.
Consider reforming social insurance policies as an important task, both urgent and long-term; harmoniously combining inheritance and stability with innovation and development, and must be placed in correlation with innovation and development of other social policies, especially the salary, income, and social assistance regimes so that all citizens are guaranteed social security.
Implementing social insurance policies well is the task of the entire political system, the responsibility of party committees at all levels, authorities, unions, social organizations, enterprises and each citizen.
Accelerate the expansion of social insurance coverage towards the goal of universal social insurance on the basis of building a multi-layered insurance system, including not only basic social insurance in both compulsory and voluntary forms but also supplementary pension insurance and social pensions in accordance with the capacity of the state budget, people's income and social resources mobilized according to the tradition of mutual love and affection of the nation.
Amending regulations on the minimum period of participation in social insurance to receive pension benefits in a flexible manner, while adjusting the pension calculation formula according to the principles of fairness, "contribution - enjoyment", "sharing". Expanding the subjects participating in compulsory social insurance to other groups of subjects with needs and capabilities...
To ensure the financial balance of the Social Insurance Fund in the long term, it is necessary to urgently supplement, amend and overcome the unreasonable issues in the current pension insurance regime; Amend regulations on contribution levels and bases for social insurance contributions to achieve the goal of increasing coverage with appropriate benefits; Adjust the accumulation rate to achieve the maximum pension rate in line with international practices. Diversify the portfolio and investment structure of the social insurance fund according to the principles of safety, efficiency and sustainability.
The Central Executive Committee unanimously issued the Central Resolution on Social Insurance Policy Reform.
At this Conference, the Central Executive Committee studied, discussed and commented on the Report reviewing the leadership and direction of the Politburo and Secretariat in 2017; considered and approved the Politburo's submissions on personnel work.
In his concluding remarks at the Conference, General Secretary Nguyen Phu Trong affirmed that the 7th Conference of the Party Central Committee was a great success. The results of the Conference demonstrated the sense of responsibility and high solidarity of the Central Committee, which will certainly contribute significantly to consolidating and promoting the very valuable results and achievements that our entire Party and people have strived to achieve in the first half of the 12th tenure, contributing to creating a new spirit and new impetus for the cause of synchronous and comprehensive innovation, building a clean and strong Party, and developing the country quickly and sustainably for our beloved Vietnam.
The General Secretary requested that each Central Committee member, in each of his/her working positions, further uphold the sense of responsibility before the Party, the people and the country, focus on leading, directing, thoroughly grasping and organizing the implementation of the resolutions of the Central Committee this time, contributing to the successful implementation of the Resolution of the 12th National Party Congress.
