The 7th Conference of the 12th Party Central Committee

Overview of the 7th Central Conference.

The seventh meeting of the 12th Party Central Committee took place from May 7 to 12 in Hanoi. After reviewing and discussing the submissions, projects and reports of the Politburo, the Party Central Committee resolved to approve the basic contents of the following documents:

- Resolution on focusing on building a team of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task.

- Resolution on reforming salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises.

- Resolution on reforming social insurance policy.

Assign the Politburo, based on the Central Committee's discussion opinions, the Politburo's acceptance and explanation reports, to direct the completion, official promulgation and implementation of the above Resolutions.

Also at the 7th Central Conference, the Party Central Committee elected Mr. Tran Cam Tu - Member of the Party Central Committee, Permanent Deputy Head of the 12th Central Inspection Committee to hold the position of Head of the 12th Central Inspection Committee; elected Mr. Hoang Van Tra - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the 14th National Assembly Delegation of Phu Yen province to hold the position of Member of the 12th Central Inspection Committee.

The Party Central Committee elected additional members of the 12th Party Central Committee Secretariat, including: Mr. Tran Thanh Man - Member of the Party Central Committee, Secretary of the Party Delegation, Chairman of the Central Committee of the Vietnam Fatherland Front; Mr. Tran Cam Tu - Member of the Party Central Committee, Chairman of the 12th Party Central Committee Inspection Commission.

The Central Committee has reviewed and decided to discipline Mr. Dinh La Thang - Member of the Party Central Committee, Deputy Head of the Central Economic Commission by expelling him from the Party.

On the afternoon of May 11, at the Presidential Palace, President Tran Dai Quang had a friendly meeting with international scientists attending the "Science for Development" workshop.

The 14th “Meeting Vietnam” program held in Quy Nhon city, Binh Dinh province this year had 55 international scientists and many delegates participating, including 2 professors who won Nobel Prizes in physics and economics.

Speaking to scientists, President Tran Dai Quang affirmed that the Party and State of Vietnam always pay attention to leading and directing the development of science and education, considering it a top national policy and a driving force for the country's sustainable development.

On this occasion, President Tran Dai Quang respectfully requested international scientists to continue supporting the “Meeting Vietnam” Program, enhancing cooperation and supporting Vietnam in the fields of science and education.

On the afternoon of May 7, at the Government Headquarters, Prime Minister Nguyen Xuan Phuc chaired a working session with 6 provinces including Ha Giang, Lao Cai, Yen Bai, Dien Bien, Lai Chau, Son La on the Project on Rural Development Adapting to Natural Disasters.

The project is expected to be implemented from 2018 to 2023, with a total capital of 129.5 million USD (equivalent to about 2,900 billion VND), of which the majority is foreign loans (expected to be borrowed from the Japan International Cooperation Agency - JICA), the rest is Vietnam's counterpart capital of about 538 billion VND.

Due to the urgent project preparation time, the project is expected to be implemented this year. The Prime Minister requested the provinces to take responsibility as investors and promptly implement the project, avoiding delays due to investment procedures or delays in bidding.

Project implementation must comply with regulations and goals on natural disaster prevention, focusing on irrigation and traffic works, ensuring the circulation of goods and travel of people.

The Dong Nai Provincial Party Committee's Inspection Committee said it has reviewed individuals related to the violations of Ms. Phan Thi My Thanh.

Accordingly, 1 person was disciplined with a warning, another person was disciplined with a reprimand, and more than 10 directors and deputy directors of the department received a form of review and experience.

In addition, there are more than 10 directors and deputy directors of departments, both incumbent and retired, who, although not committing violations to the extent that they need to be disciplined by the Party, admitted their shortcomings and received a form of self-criticism and experience-sharing.

As Vice Chairman of the Provincial People's Committee (from June 2011 to September 2014), Ms. Thanh signed many documents of the Provincial People's Committee but did not consider the advice of specialized departments and branches... In addition, Ms. Thanh also signed a number of decisions of the Provincial People's Committee showing favoritism for her family's business.
