Firm roots, strong tree - all things will succeed

Because the issues raised at the Conference are of special importance, closely related, and will influence each other in this period and many years to come. Because when there are good people, when there is a team of cadres who can “turn the situation around”, everything will be successful.

The 7th Central Conference of the 12th Party Congress took place in a context where the domestic and international situations had many opportunities, but also no less challenges.

That is the determination to clean up the apparatus, clean up the team of cadres and party members; the "furnace" against corruption is blazing, is at its peak, is becoming a common trend and driving force for development, this has multiplied the people's trust in the Party's policies and guidelines, in the team of cadres and party members.

Once the abscesses are removed and the "worms" that harm the country and the people are caught, the Party's body will recover, become healthy, and create good conditions for the country to achieve new achievements.

That is the increasingly enhanced position of Vietnam in the international community, affirming the correctness and creativity in the foreign policy of the Party and State; creating a driving force to promote trade cooperation and economic reform of the country.

This is the first time in 10 years that the socio-economic growth in the first quarter of 2018 has reached 7.38%. An impressive figure, confirmed by the good work of Party building and the fight against corruption and degeneration among cadres and Party members from the central to local levels.

The drastic streamlining of the apparatus, institutional reform, administrative procedure reform, and perfecting the legal corridor have been creating movement throughout the apparatus; creating the best conditions for people and businesses; creating momentum to promote the good implementation of socio-economic, national defense-security, and foreign affairs tasks.

But besides that, there are many challenges and risks that have been pointed out by General Secretary Nguyen Phu Trong. These are “the risk of falling further behind economically compared to other countries in the region and the world; the risk of “peaceful evolution” by hostile forces to sabotage our Party, State and regime; the state of degradation in political ideology, morality, lifestyle, manifestations of “self-evolution” and “self-transformation” among a number of cadres, party members, civil servants and public employees; bureaucracy, corruption, waste and social evils still have complicated developments”.

Then the weak power control mechanism; power corruption, the pursuit of positions and power; policy corruption are still challenging; interest groups "colluding" to manipulate all areas are still "hiding" themselves waiting for opportunities. Those risks affect the survival of the Party and the regime; damage people's trust in the Party, and cause instability in society. Those risks have been and are in dire need of new thinking and new policies to wipe them out, to fundamentally resolve the so-called "deep-rooted" problems that have existed for so long.

The particularly important projects discussed at the 7th Central Conference, 12th tenure: "Focus on building a contingent of cadres at all levels, especially at the strategic level, with sufficient capacity, qualities and prestige equal to the tasks"; "Reforming social insurance policies"; "Reforming salary policies for cadres, civil servants, public employees, armed forces and workers in enterprises".

These projects are closely related to each other, with high spread in leadership, direction, operation and implementation. In which, cadres are the "root", the key, having decisive significance to the prestige and reputation of the Party, to the development of the country. If the "root" is strong, the tree will be durable, flourish, bloom and bear fruit, and give sweet fruit to life. If the "key" is strong and tight, it will be able to plug the loopholes, prevent evils, social evils and negativity from attacking at any time.

Therefore, the requirement is to take care of the "root", the "key" with decisions and historical breakthroughs at the 7th Central Executive Committee Conference, 12th term.

When democracy and transparency in personnel work are ensured, when cadres and party members are closely managed and monitored, when power is monitored, when power is "locked" in a "regulatory cage", when the work of planning, training, fostering, appointing and arranging cadres is no longer interfered by "ghost hands", by "relationships, money, descendants", when the evaluation of cadres is guaranteed to be comprehensive, objective and multi-dimensional, then there will be a good cadre team, there will be solid "roots", able to undertake tasks, bring the country to new heights, worthy of the trust and expectations of the people.
