Former Deputy Secretary of Dong Nai was dismissed from his duties as a National Assembly delegate.

Mr. Dinh La Thang, Nguyen Quoc Khanh and Ms. Phan Thi My Thanh are no longer National Assembly deputies since May 14.

On the afternoon of May 14, the Standing Committee of the National Assemblylisten to the Delegation Working Committee report on the implementation of legal regulations for Mr. Dinh La Thang, delegate of Thanh Hoa provinceand Mr. Nguyen Quoc Khanh, delegate of Quang Nam province.

Accordingly, regarding the case in which these two people were defendants, the appeal court (on the afternoon of May 14) declared Mr. Thang and Mr. Khanh guilty. Specifically,The Court of Appeal rejected the appeal and sentenced Mr. Dinh La Thang to 13 years in prison;reduced from 9 years in prison to 7 years for Mr. Nguyen Quoc Khanh. Dso, ceat according to current regulations,Mr. Dinh La Thang and Mr. Nguyen Quoc Khanh naturally lost their rights as National Assembly deputies.

On the same day, based on the document of the Standing Committee of the Vietnam Fatherland Front Committee of Dong Nai province, the National Assembly Delegation of Dong Nai province and the Party Delegation of the Vietnam Fatherland Front, the National Assembly Standing Committee issued a Resolution allowing Ms. Phan Thi My Thanh - former Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Nai province, to cease her duties as a National Assembly delegate from May 14.

Before that, tAt the 15th session of the Central Inspection Commission (July 2017), this agency concluded on the violations and shortcomings.of Deputy Secretary of Dong Nai Provincial Party Committee Phan Thi My Thanh and issued a disciplinary warning. Ms. Thanh later filed a complaint.

At the 23rd session (held on March 12 and 13), the Central Inspection Committee announced that Ms. Thanh had a number of other violations and shortcomings and proposed that the Secretariat consider and discipline her.

On May 4, determining that Ms. Thanh's violations and shortcomings were "very serious, causing resentment among cadres, party members and people, negatively affecting the prestige of the Party organization and the individual", the Secretariat decided to remove all Party positions of the Deputy Secretary of Dong Nai; requested the National Assembly Party Delegation to direct the implementation of processes and procedures to consider removing her from the National Assembly as a deputy according to the provisions of law.

Also on May 4The National Assembly Standing Committee received a request from Ms. Phan Thi My Thanh to resign from her duties as a National Assembly delegate due to unstable health and being disciplined by the Party.

The National Assembly Party Delegation has sent a written report to the Secretariat. After considering many aspects, the Secretariat has proposed that the National Assembly Party Delegation direct the consideration and acceptance of Ms. Phan Thi My Thanh's application to resign as a deputy of the 14th National Assembly in accordance with the law.

According to Article 38 of the Law on Organization of the National Assembly, a delegate may request to resign from his/her duties for health reasons or for other reasons; meanwhile,Article 40 stipulates that if a delegate is no longer worthy of the people's trust, he or she will be dismissed by the National Assembly or voters.

Thus, Ms. Phan Thi My Thanh was dismissed from her duties as a delegate according to the provisions of Article 38.

The 14th National Assembly had 496 elected candidates, but later two people were not recognized as qualified: Mr. Trinh Xuan Thanh (running for election in Hau Giang) and Ms.Nguyen Thi Nguyet Huong (candidate in Hanoi).

On May 15, 2017, the National Assembly Standing Committee also voted and agreed to dismiss Mr. Vo Kim Cu (Chairman of the Vietnam Cooperative Alliance) from his duties as a National Assembly delegate of the 14th tenure because he had been disciplined and submitted a request to resign from his duties as a delegate due to health reasons.

Among the violations and shortcomings of Ms. Phan Thi My Thanh, during her time as Director of the Department of Industry from 2003 to January 2009, Ms. Thanh was irresponsible in performing her duties and public duties; did not direct the construction of infrastructure for the Thong Nhat Textile Factory Residential Area Project while collecting money from households; and agreed to let the Department of Industry's accountant deposit the remaining amount of the Project into Tan Mai Wood Company.

When transferring jobs, she did not hand over the Project to her successor, leading to mass and prolonged complaints, affecting the local security and order situation, causing serious consequences, and reducing the reputation of the State management agency.
