Psychiatric examination of the murderer who beheaded his neighbor
After being arrested, Tam confessed that the reason for killing his neighbor was because the victim crossed his land to fish without permission.
On the morning of May 19, the Dong Thap Provincial Police Department announced that it had sent a request for a psychiatric assessment for Nguyen Thanh Tam - the perpetrator who murdered his neighbor and severed two fingers of a police lieutenant colonel.

On the afternoon of April 7, residents of Hamlet 3 (Ward 3, Sa Dec City) discovered the headless body of Mr. HVN (59 years old, from the same locality as Tam), lying next to the B40 mesh fence of house number 72/8, Vuon Hong Street.
Upon receiving the report, Sa Dec City Police arrived at the scene to investigate and found the victim's head nearby. Based on the evidence collected, the authorities identified Tam as a suspect in the case and urged him to come forward.
Tam did not cooperate and even used a weapon to fight back. While arresting Tam, Lieutenant Colonel Tran Van Minh (Chief of Police of Ward 3) was slashed by the subject with a knife, losing two fingers and leaving a deep wound on his bicep.

The verification process showed that Tam was an alcoholic and had been sent to a reformatory for 18 months for disturbing public order. In the past 5 months, he had shown signs of mental instability. At his home, the police seized a “diary” containing “sentencing” and death threats to many people, including local leaders.
On April 16, the Dong Thap Provincial Police Department prosecuted and temporarily detained Tam to investigate the acts of "murder" and "resisting a person on duty".
