(Baonghean.vn) - National Assembly delegates from Nghe An province paid attention and made many recommendations during the group discussion session on the morning of May 22 with the National Assembly delegations from Bac Kan and Tra Vinh provinces.

The discussion session included additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2017; the implementation of the socio-economic development plan and the state budget in the first months of 2018; a report on the results of practicing thrift and fighting waste in 2017; and the final settlement of the state budget in 2016.
The majority of National Assembly deputies agreed with and highly appreciated the Government's direction and administration in synchronously and drastically implementing the set socio-economic goals, tasks and solutions, thanks to which most of the main socio-economic development targets were basically achieved and exceeded the plan.
Speaking at the meeting, Head of the National Assembly Delegation of Nghe An Province Nguyen Dac Vinh said that it is necessary to focus on developing investment in human resources, especially human resources at university and postgraduate levels to ensure training quality to meet the requirements of industrialization.
In addition, the Head of the National Assembly Delegation of Nghe An province emphasized that it is necessary to promote competitive advantages in attracting investment, supporting and calling for investment in the field of agricultural production, and having solutions to limit risks in agricultural production such as supporting purchasing policies, finding output markets for agricultural products, and building warehouses for preserving agricultural products at border gates to avoid the congestion of agricultural products at border gates in the recent past, causing difficulties for people.
National Assembly Deputy Nguyen Van Chi expressed the view that it is necessary to speed up the disbursement of planned investment projects, avoid spreading investment, focus on investing in key projects, and have fundamental solutions to completely resolve the problem of outstanding debts in basic construction.
Regarding the issue of autonomy in public service units, Ms. Chi recommended that the Government issue full and timely legal documents and direct localities to implement synchronously to accelerate the autonomy roadmap of public service units.
Regarding the issue of increasing budget revenue from tax sources, it is necessary to take into account the tax-bearing capacity of the population to avoid burdening the people. Regarding the management of tax revenues from the production and business sector, it is necessary to ensure fairness and improve tax management for individual business households.
Besides expressing concerns about the sustainability of economic growth, development of supporting industries, and acceleration of the equitization process in state-owned enterprises, Deputy Head of the National Assembly Delegation of Nghe An Province Nguyen Thanh Hien said that in terms of budget allocation, priority should be given to disadvantaged localities, environmental pollution treatment, and granting certificates of land use rights for residential land and forestry land in remote areas.
For programs to support people such as programs under Resolution 30a of the Government, policies to support fishermen going offshore need to ensure rationality, practicality, efficiency, and ensure improvement of people's lives.
The group discussion session also heard opinions from other delegates on issues such as ensuring budget spending for science and technology, progress in administrative reform, and streamlining of payrolls, which is still confusing and slow. Delegate Tran Van Mao - Deputy Head of the National Assembly Delegation of Nghe An province proposed that solutions should be found to avoid the situation where businesses are late in paying social insurance and misappropriating social insurance money from employees.

Meanwhile, National Assembly Deputy Ho Duc Phoc was concerned about the sustainability of the GDP economic growth target, and asked the Government to clarify the growth structure and growth targets, linked to the employment growth index, public investment, and development of the business system, especially small and medium enterprises.
Delegate Ho Duc Phoc recommended that the Government have policies to support businesses to accelerate the restructuring of loss-making commercial banks, ensure the stability of the banking system; complete legal regulations on BT, BOT, and land policies to avoid violations from real estate investment projects. At the same time, solutions are needed to avoid real estate bubbles that destabilize the economy.
