Decentralization of authority in public asset management

At the opening of this afternoon's meeting, delegates listened to and gave their opinions on the draft Resolution of the Provincial People's Council regulating the decentralization of decision-making authority in the management and use of public assets under local management in the province.

The scope of the draft regulates the decentralization of decision-making authority in the management and use of public assets at agencies, organizations and units under the management of localities in Nghe An province, including: Office headquarters and other assets attached to land, infrastructure assets, cars and other means of transport, machinery, equipment, intellectual property rights, application software, databases and other assets as prescribed by law.

Accordingly, the Chairman of the Provincial People's Committee decides to renovate, repair and upgrade works attached to land of small-scale provincial agencies, organizations and units with an estimated value from 500 million VND to less than 5 billion VND/repair at the request of the Department of Finance.

The Chairman of the People's Committee of districts, cities and towns decides to renovate, repair and upgrade works attached to land of agencies, organizations and units at the district level with an estimated value of less than 500 million VND/repair at the request of the Finance agency at the same level.

Regarding the content of this draft, the Chairman of the Provincial People's Committee agreed to approve it and requested the Department of Finance to absorb the opinions of the delegates and complete it to submit to the appraisal council.

Need to clarify the legal basis when building key schools

Next, the Department of Education and Training presented the draft Resolution of the Provincial People's Council stipulating the level of financial support for educational institutions recognized as National Standard Schools from the 2018-2019 school year in the province and the Draft Project to build a system of key general schools in the province from 2018-2020 to 2025.

Concluding these drafts, the delegates unanimously approved them. In particular, the Draft "Project to build a system of key general schools in the province from 2018 - 2020 to 2025" (in which, choosing to build 21 secondary schools, 16 high schools) presented by the Department of Education and Training received many comments.

On the positive side, implementing the project, key schools will become spearheads not only contributing to discovering and nurturing high-quality human resources for the province and the country but also gradually investing in improving facilities in schools.

However, the draft project is facing problems regarding legal basis, feasibility, and fairness among schools... Many opinions say that the implementation of key schools goes against the model of specialized schools and selective classes that was abolished according to Resolution No. 02 of the Party Central Committee.

Therefore, concluding this content, the Chairman of the Provincial People's Committee assigned the Department of Education and Training to re-prepare the project content based on the legal basis of the Law on Education, instructions of the Ministry of Education and Training... to build an effective and accurate project.
