Attention to granting land use right certificates for new economic zones

(Baonghean.vn) - That was one of the opinions expressed by a representative of Tien Thanh commune, Yen Thanh district, at a meeting with the Legal Committee of the Provincial People's Council on the afternoon of May 28.

The meeting was conducted under the program to monitor the issuance of certificates of land use rights, house ownership rights and other assets attached to land in Nghe An province.

Tien Thanh Commune, Yen Thanh District was separated from Ma Thanh Commune (since 2009), far from the district center and facing many socio-economic difficulties. However, in recent times, the commune has directed and implemented the work of granting land use right certificates to people in accordance with the law.

In particular, after the separation of the commune, the backlog of land records from Ma Thanh commune transferred to Tien Thanh commune to be processed was 196 records, to date 196 certificates have been issued, reaching 100%.

At the meeting, the leader of Tien Thanh Commune People's Committee said that the locality has implemented Decision No. 7517 dated September 13, 2017 of the District People's Committee on promulgating a plan to handle house construction on forestry land, farm and family farm land for lease. However, in the implementation process, the commune still encountered some difficulties.

Notably, there are currently two hamlets, Tay Tien and Bac Tien, in the new economic zone, formerly belonging to Ma Thanh commune (before the commune was separated). According to the Party and State's policy of calling on people to do business, households have gone up to build farms and many households have been given money to migrate. Up to now, there is a policy of handling to issue papers, but some families no longer keep documents as a basis for proof, causing difficulties in management and handling of Tien Thanh commune. Accordingly, the leaders of Tien Thanh commune requested the superiors to pay attention and consider.

In addition, when preparing documents to request land use right certificates for cases of building houses on forestry land, land leased for farms, and family farms, in addition to the local land limit proposed to be granted of 400m2, the commune also requested superiors to clearly stipulate the limit for granting different types of land to households, such as residential garden land, especially households that built houses after 1993 but have a large area of ​​land in use along Provincial Road 538...

During the working session, the delegation of the Provincial People's Council's Legal Affairs Committee also raised many issues such as resolving backlogs related to the issuance and renewal of land use certificates; land consolidation; receiving dossiers and renewing the issuance of certificates; obstacles and difficulties in the process of land management in general and land use rights in particular; inadequacies in the practice of handling and resolving dossiers; time limit for handling dossiers, etc.

Concluding the meeting, Ms. Thai Thi An Chung - Deputy Head of the Legal Department of the Provincial People's Council acknowledged the results achieved by the units in the past time such as actively propagating and mobilizing people to properly implement the Land Law; handling 100% of backlog cases...

At the same time, with outstanding issues and problems, the monitoring team requested the commune to have a specific written explanation to send to higher levels for approval.
